The LSE Estates Division is responsible for the development and implementation of the LSE Estates Strategy supporting the Schools strategic objectives. The Estates Capital Development

team has enjoyed unprecedented success in recent years, with acclaimed major projects gaining Stirling award nominations and the Team winning various client of the year accolades. The Assistant Director of Capital Development will work closely with the Director of Capital Development and Director of Estate on the real- isation of the LSE Strategy and Capital Develop- ment programme. Leading a team responsible for project delivery from brief development and design management through to procurement and construction on a diverse range of complex new-build, refurbishment, fit-out and decarbon - isation projects, including major projects up to £ 200m in value.

RECENTLY COMPLETED PROJECTS INCLUDE:

The Marshall Building a £ 145m new build, designed by Grafton Architects on the corner of Lincoln ’ s Inn Field in a conservation area. The project is attracting industry and media attention since it opened in January 2022. It recently won the Priz Versailles Campuses 2022 and continues to receive award accolades.

LSE ESTATES DIVISION AND CAPITAL DEVELOPMENT The Estates Division is responsible for development and imple- mentation of the LSEs Estates strategy, providing world class buildings and facilities for teaching, learning and research. The Estates Division are committed to creating a higher quality built environment commensurate with LSEs academic stand- ing. Strategic projects are developed and delivered by the Cap - ital Development team, responsible for the planning and imple- mentation of major capital projects, long term maintenance and carbon management in progress at the School. Following a design competition in 2022, David Chipperfields Ar - chitect have been selected to develop the next major project for the LSE, the Firoz Lalji Global Hub is a £ 100m + project that has set high environmental targets with low embedded carbon im- pacts. The development is currently at RIBA Stage 2 with plans to complete it by late 2026.

Our Rogers Stirk Harbour and Partners designed Centre building at £ 125m, recieved an RIBA Award and a Civic Trust Award following its completiong in 2019. The LSE first new building for more than 40 years, The Saw Swee Hock Student Centre has recieved praise from students, staff and architecture critics and has won many awards since its opening in 2014. The capital plan has various major projects up to 2030 and beyond, these are due to be developed over the next few years and the LSE is currently also planning several joint venture residential projects that will build upon the success of previous projects. roof, to the building. Working Relationships & Contacts and Management of Other Staff • To manage & supervise other colleagues within the Estates Division reporting to this postholder • As the manager to communicate a clear vision of what is to be achieved overall by a team; encourage individuals to contribute to this common goal to the best of their ability; create a sense of unity and common purpose • To liaise with Senior Management and Senior Academics to facilitate the requisite approvals at various stages within the project, from funding commitments, through RIBA work-stage ‘ sign-offs ’ to completion and handover. • To consult and liaise with other School Officers in respect of specification issues, undertaking any generic requirements and standards for equipment, suppliers and workmanship. • To focus on the requirements of ‘ end users ’ and direct consultants to consider the outcomes of the briefing and consultation process, subject to the approvals of the requisite authorities. • Act as a first point of contact where Statutory Authorities need to be informed or consulted e.g. Local Planning Authorities, Building Control, English Heritage and Water Authorities. Facilitate the incorporation of their processes required under the terms for Capital Project Funding. • By agreement with the Director of Finance and Facilities, to discuss and agree details of Project Funding with representatives from the Funding Council, in respect of the reporting and auditing processes required under the terms for Capital Project Funding. • By agreement with the Director, Planning & Development or Project Working Group to seek advice and implement recommendations from legal representatives. Flexibility To deliver services effectively, a degree of flexibility is needed, and the post holder may be required to perform work not specifically referred to above. Communication

• Listening to user needs and feedback from project boards and others • Articulate project and procurement goals and restraints • Provide written and verbal reports to project boards and committees • Maintain control and efficient communication within project teams • Manage the communications strategy for all projects to ensure a coordinated and a programme of communications for each of the key projects. • Negotiate completion of contracts to meet agreed goals • Oversee administration of contracts • Monitoring and provide timely responses to deviations from, appointments • Discharge the School ’ s statutory and other legal obligations as a client, building owner • and operator through the inspection, design, procurement, construction, handover and operation stages • Management of a team of in-house project managers, designers and administrative support • Responsibility for staff management,training and mentoring • In liaison with the Project Director plan staff workload priorities • To supervise in-house staff and external consultants deputising for the Director of Planning & Development as and when required with full executive powers Decision Making The post holder will be given delegate authority and decision making for major projects, policies and office / staff management matters within the bounds of the School procedures and financial approval system to ensure projects are delivered on time, on budget and conform to all statutory requirements. This includes making decisions on creative solutions, being flexible in prioritising work and allocating staff resources to specific projects. Taking the necessary decisions to ensure risks from hazards and potential breaches of health and safety are managed to avoid criminal prosecution. 6. Personnel Management

Job Summary The post holder will be a senior member of the Estates Capital Development Team, managing the School ’ s capital development programme from project inception to final completion and subsequent post occupancy reviews. This will involve working with staff at all levels including, where appropriate, students in order to establish needs for detailed design. Overseeing the design and construction processes for individual major capital projects and reporting on progress to Project Boards and School Committees. MAIN RESPONSIBILITIES

Liaison with departments and others to ascertain project accommodation requirements and cost limits so as to ensure comprehensive briefing of the design team. • Ensuring the best procurement strategy is selected and sound management of the selected process is achieved. • Proactively managing the overall procurement process throughout the design and construction phases to ensure that projects are kept to a high quality, programme and within budget • Coordinating the flow of information so that high quality buildings are specified, designed and built with the designs fully in accordance with relevant legislation and good design practice • Organising, selection and appointment of designers, cost consultants and other specialists that may be required for each project. • The coordination of planning submissions and subsequent negotiations with relevant authorities. • Liaison with funding bodies when special grants are available for projects • Liaison with the Office of Development and Alumni Relations ( ODAR ) and donors about specific major projects and site visits when required • To proactively manage the project stages using the project handbook ensure that milestone requirements are achieved to enable projects to continue following the compliance of the office handbook. • To ensure compliance with agreed environmental policies and procedures.
