City and counties agree on road trade

Clarence-Rockland. The transfer agreement was approved through a registered vote during the counties council’s Aug. 27 regu- lar meeting. “We can certainly say the citizens of Clar- ence-Rockland will be very happy with this result,” said Mayor Marcel Guibord of Clar- ence-Rockland, regarding the trade. “It’s a real good gain for the City of Clarence- Rockland. Next spring the UCPR will take o!cial responsibility for Baseline Road from its intersections with both Canaan Road and Landry, for Canaan Road fromBaseline Road

to County Road 17, and the Old Highway 17 section between Division Road and Canaan Road. In return the city will take responsibil- ity for St-Jean Street from the Laurier Street intersection up to the Baseline Road inter- section. That street is at present designated County Road 21. The city’s original proposal to the coun- ties for a road exchange involved trading all of Baseline Road from Division Road to Canaan Road, all of Old Highway 17 within the city limits, and the Canaan Road sec- tion between County Road 17 and Baseline Road. The counties would still give up just the St-Jean Road route. An analysis from the UCPR public works department of the original trade proposal indicated no bene"ts to the counties and a potential huge "nancial burden in future for the roadworks budget because of the amount of reconstruction work required for some of the roads. UCPR Public Works Director Marc Cler- mont did a follow-up report for counties council on the revised road exchange pro-

posal and also winter maintenance needs between the counties and city, and a re- view of the types of de"nitions that apply to counties and municipal roads regarding tra!c use and other factors. Both Clarence-Rockland and Hawkes- bury had road exchange proposals before the counties council. A verbal report from Stéphane Parisien, counties chief adminis- trator, noted that if the transfers were ac- cepted this year, it might a#ect the current zero-per cent budget increase achieved for the 2014 counties budget. The mayors for both municipalities indicated they would accept a delay until next year for the coun- ties to take over responsibility for the roads. Counties council approved both road ex- change proposals by registered vote. The council also approved receipt of the up- dated public works report with its recom- mendation to consider an overall review in future of municipal roads in Prescott and Russell counties in anticipation of other road transfer or exchange requests and also winter maintenance needs.
