Outcomes Three medium and three long term opportunities were identified by the PAN Northamptonshire Partners to support further funding OPE rounds. Each of the opportunities aligned with the One Public Estate objectives, providing co-location opportunities which in turn would allow partners to rationalise their estate in other areas. This would generate efficiencies through capital receipts and reduced running costs. Lexica is now supporting the Council to identify estate opportunities across a broader spectrum of stakeholders including the Ministry of Justice, Homes England and the Crown Estate. comprising of a full list of publicly owned properties in Northamptonshire. Lexica held three stakeholder workshops to encourage cross partner discussions which helped deliver better outcomes and meet local need through partner collaboration and sharing of existing assets, as well as establish a series of core locations across the county in terms of the delivery of future public services over the medium/long term. Over 75 opportunities were discussed in the first two workshops, including a check and challenge session to ensure appropriate opportunities were scrutinised, assessed and shortlisted. A final workshop was held with all PAN Northamptonshire Board members and wider stakeholders, summarising the key outputs from the first two workshops with each partner being able to discuss the opportunities in detail. Partners were given three votes each for their top three medium and long-term opportunities.

Overview Through One Public Estate, the PAN Northamptonshire Partnership secured funding to support the delivery of a Strategic Estates Framework.

Overview Surrey County Council were seeking advice to develop a modern, fit for purpose agile office estate and explore opportunities to co-locate with public sector partner functions. Lexica were instructed to advise in how the Council could: • Reduce overall spend on the office estate by circa £3m per year. • Reduce overall space from circa 50,000sqm to 20,000sqm. • Carbon emissions to fall from 2,600 tonnes per annum to net zero by 2030. • Engaging with staff and teams to identify future working requirements

Approach Lexica developed a workforce utilisation and space demand schedule alongside detailed property spatial model options which included identifying high level collaboration opportunities with other public sector partners. Infrastructure Solutions and the Cost Consultancy Team supported Property in the final stage of producing financial and economic models, this included: • 30-year projections (cash flow and NPV) including revenue and capital requirements. • Strawman exists/savings • High level refurbishments costs. • Running and disposal costs Outcomes Lexica provided the Council with detailed property spatial model options and financial and economic models, including a move and exit plan which detailed timelines/ costs/swing space and dependencies. Lexica are currently supporting the Council coordinate, collate and manage the key business case inputs to deliver key reductions in overall estate cost and support transformation to a modern agile working environment.
