EMBRUN | One library surplus plan ap- proved and one still to !gure out. Russell Township council approved a sharing plan for one of the surpluses from past budgets for the Russell Public Library service. A decision on how to deal with the other surplus will wait until October after Coun. Éric Bazinet has had a chance to con- sult with the library board. During the Sept. 8 regular session, council approved by a three-to-one registered vote sharing the 2013 library surplus of $45,719 between two reserve funds. Most of the money, amounting to $41,147.10, will go into the municipal asset management reserve, while 10 per cent of the surplus, equal to $4571.90, will go into the library asset management reserve. Ba- zinet voted against the resolution, arguing that all of the 2013 surplus should go into the library asset management reserve as the library board has facility security and access matters it needs to deal with for one of its branches. A decision on the other surplus of $54,115.83 from other previous library budgets was deferred to October so that Coun. Bazinet can meet with the library board for more feedback. OPP have received one complaint of a business owner getting a call from some- one claiming to represent Toronto Hydro and saying that the business’ power con- nection was due for disconnection because of unpaid utility bills. When the business owner asked to speak to a supervisor, an- other person came on the line and declared the business was on a “disconnect” list if payment was not made “within the hour”. The business owner then paid more than $1000, using pre-paid credit cards, through a 1-800 number provided. A check later that day with Ontario Power Generation (OPG) con!rmed suspicion that a con had taken place. OPG o%cials stated the power company had no connections with any group called Toronto Hydro. “Be very leery of any 1-800 numbers pro- vided for payment and requests for pay- ments using either credit cards or debit cards which might allow access to personal !nancial and I.D. information. If the person continues to threaten a dis- connect ask for a name and contact phone number then hang up and phone police and the local authorized Hydro o%ce.”
