Executive Summary Temple University Health System, a 1,020 bed academic health system based in Philadelphia, is dedicated to providing access to quality patient care and supporting excellence in medical education and research. During the COVID-19 pandemic, seeking clarity on staffing and cost inconsistencies amid rising patient demand, Temple partnered with AMN Healthcare to collaboratively build a more balanced workforce.

Combining data analytics, workforce strategy, and recruitment into a technology-forward, total talent solution, we prescriptively identified Temple Health’s staffing needs and created a foundation of data guidance and utilization to reallocate and balance their workforce. Despite an increase in patient demand over the course of our partnership, Temple has been able to maintain a steady 92% Fill Rate, achieved by increasing their core staff and float pool Full Time Equivalents (FTEs) by 8.9% and 46% respectively, strategically prioritizing agency talent through informed data insights, and reducing employee turnover by 4.1% . As of 2023, the program has resulted in a reduction in Temple Health’s overall clinician bill rates— 11% lower than the rest of the Northeast region—and a total cost savings of $12,250,000 .

Challenge In the midst of the COVID-19 pandemic, facing exacerbated uncertainty over staffing levels and allocations across its 1,020-bed academic health system, Temple Health sought to re-evaluate its staffing operations. Rising costs and staffing inconsistencies became a pressing reality, and without adequate detail on their situation, Temple’s main challenge was gaining clarity—pinpointing the root causes of less-than-optimal talent outcomes and turning them into opportunities. In July, 2020, Temple Health engaged AMN Healthcare to conduct an Enterprise Workforce Analysis , with the goal of creating a blueprint and actionable recommendations for evolving their workforce management. Our analysis uncovered key insights regarding Temple’s talent acquisition, talent utilization, and vendor management, which laid the foundation for a robust and customized solution.

All For One: Collaborative Analysis Drives a United Solution

The first phase of our strategic partnership with Temple Health was implementing an improved Vendor Management System (VMS) solution to centralize all facets of contingent labor operations. In May, 2021, working with their Vice President of Talent Acquisition, we leveraged workforce analysis data to partner Temple with our vendor-neutral Managed Services Program (MSP) , providing access to a vast vendor network and competitive rates for all of their contingent labor needs.

A vendor-neutral Managed Services Program (MSP) refers to a specialized service program that assists healthcare facilities in managing their staffing needs through a provider without being affiliated with or favoring any particular staffing agency or healthcare labor supplier. The primary goal of a vendor- neutral Managed Services Program is to streamline the staffing process, enhance efficiency, reduce costs, and ensure the delivery of high-quality patient care by providing an objective and unbiased approach to staffing management.

To help streamline the ramp up process, we placed an onsite representative to gain direct access to the organization’s internal systems and prepare to fulfill Temple’s wish to have us eventually assume all profile management operations. Temple Health’s workforce management evolution continued with the consolidation of their staffing offices—previously operating three separate staffing centers, responsible for both patient and staff placement across the system—into one centralized hub to harness a more strategic focus on systemwide workforce optimization. Partnering with the AMN Healthcare staff deployment team and leveraging the enterprise-wide transparency of AMN Healthcare’s scheduling tool, Smart Square® , Temple Health gained access to precise insights to help predict core and contingent labor needs and evaluate their enterprise patient demand within their central staffing office. With the combined insights from our VMS and Workforce Strategy and Optimization solutions, Temple Health was in place to turn analytics into action. Temple was now able to directly assess staffing needs compared to existing allocations. While their contingent labor usage was high, driving increased bill rates, their vacancies were not stabilizing—inflating costs and staffing inefficiencies. Operating as Temple Health’s vendor-neutral Managed Services Provider, we collaborated in creating a Recruitment Process Outsourcing (RPO) Program , leveraging our combined data to prescriptively address their staffing goals:

To collectively achieve Temple Health’s desired results, we planned to increase requisitions provided to RPO while simultaneously tapering contingent labor—replacing traveler extensions and internal agency requisitions with float pool and core staff in units of particular need across the health system. From the program’s start in August 2022, communication was an essential component to effective collaboration on a project of this size.

We identified key Temple Health stakeholders to receive biweekly analytics reports and implemented a tracking tool for overall progress mapping. Additionally, we scheduled an onsite meeting to collaborate with Temple’s recruitment and marketing teams, focusing on attracting the best talent, reviewing analytics and program trends, and analyzing tracking tools to quantify program outcomes. We continued our collaborative communication through Quarterly Business Reviews (QBR), to share insights and progress as the program progressed.

Results Since 2021, Temple Health’s partnership with AMN Healthcare Total Talent Solutions has built a foundation of data guidance and utilization to reallocate and balance their workforce. The success of our relationship was made possible through tremendous buy-in, transparency, and action by Temple Health from day one—the results are a true testament to the power of trust and collaboration. As of 2023, despite an increase in patient demand, Temple has been able to maintain a steady 92% Fill Rate, achieved by increasing their core staff and float pool Full-Time Equivalents (FTEs) by 8.9% and 46% respectively, strategically prioritizing agency talent through informed data insights, and reducing employee turnover by 4.1% . By entrusting AMN Healthcare to manage their bill rates and decreasing reliance on contingent labor—agency utilization decreasing 64% YOY—Temple has achieved, on average, an 11% lower bill rate than the rest of the Northeast region.
