Temple Health: Vendor-Neutral Managed Services Program Revolutionizes Staffing Operations & Cost Management
A vendor-neutral Managed Services Program (MSP) refers to a specialized service program that assists healthcare facilities in managing their staffing needs through a provider without being affiliated with or favoring any particular staffing agency or healthcare labor supplier. The primary goal of a vendor- neutral Managed Services Program is to streamline the staffing process, enhance efficiency, reduce costs, and ensure the delivery of high-quality patient care by providing an objective and unbiased approach to staffing management.
To help streamline the ramp up process, we placed an onsite representative to gain direct access to the organization’s internal systems and prepare to fulfill Temple’s wish to have us eventually assume all profile management operations. Temple Health’s workforce management evolution continued with the consolidation of their staffing offices—previously operating three separate staffing centers, responsible for both patient and staff placement across the system—into one centralized hub to harness a more strategic focus on systemwide workforce optimization. Partnering with the AMN Healthcare staff deployment team and leveraging the enterprise-wide transparency of AMN Healthcare’s scheduling tool, Smart Square® , Temple Health gained access to precise insights to help predict core and contingent labor needs and evaluate their enterprise patient demand within their central staffing office. With the combined insights from our VMS and Workforce Strategy and Optimization solutions, Temple Health was in place to turn analytics into action. Temple was now able to directly assess staffing needs compared to existing allocations. While their contingent labor usage was high, driving increased bill rates, their vacancies were not stabilizing—inflating costs and staffing inefficiencies. Operating as Temple Health’s vendor-neutral Managed Services Provider, we collaborated in creating a Recruitment Process Outsourcing (RPO) Program , leveraging our combined data to prescriptively address their staffing goals:

To collectively achieve Temple Health’s desired results, we planned to increase requisitions provided to RPO while simultaneously tapering contingent labor—replacing traveler extensions and internal agency requisitions with float pool and core staff in units of particular need across the health system. From the program’s start in August 2022, communication was an essential component to effective collaboration on a project of this size.
