The Physical Security Workshop is an in-person event hosted by FRCC in Tampa, FL. In the classroom session, participants will learn about physical security concepts and technologies, Design Basis Threat, threat and vulnerability assessments, CIP-006, CIP-014, and other topics. The lab session of the training focuses entirely on practical application of VISA, and will include a site visit (i.e., substation walk down). Attendance for this workshop will be limited to 35 participants. The substation walk down, which is part of the lab, requires personal protective equipment. Please wear closed-toed shoes and bring a hard hat and safety glasses.

Objectives: In this workshop, you will:
• Identify the layers/stages of protection in depth.
• Describe the role of Design Basis Threat in identifying threats and risks for entities and external partners. • Identify the importance of physical security for registered entities, external partners and their assets. • Identify types of threats/vulnerabilities to physical security for registered entities. • Explain the reason for employing physical security controls.

In the VISA application sessions, you will:
• Experience practical application of adversary sequence diagrams, design basis threat (DBT), and the Vulnerability of Integrated Security Analysis (VISA) methodology.
Target Audience: This event will be of interest to physical security personnel and registered entity staff (Investor Owned, Municipal, Coops) charged with securing electric industry facilities and assets, as well as external security personnel whose facilities are dependent on reliable electricity delivery.

Patrick Stier - SERC Patrick Stier is a Senior Reliability and Security Advisor at SERC Reliability Corporation. Mr. Stier has 34 years in the security industry as a National Security leader, specializing in high-profile technical security, risk management, financial leadership, operational efficiency, and crisis management. Prior to joining SERC, Mr. Stier served in the U.S. Navy and the U.S. Secret Service, providing physical and technical security for numerous U.S. Presidents and Foreign Heads of State, including over 1200 different protected venues and National Special Security Events. Mr. Stier has a Bachelor of Arts in Criminal Justice/Law Enforcement Administration. He also holds Board Certifications in Certified Information Security Manager (CISM), Certified Protection Professional (CPP), Physical Security Professional (PSP), Professional Certified Investigator (PCI), Enterprise Security Risk Management (ESRM), Certified Technical Investigator (CTI), Network Intrusion Investigator (NITRO) and Enterprise and Broadband Network Administration.

Travis Moran - SERC
Travis Moran is a Senior Reliability and Security Advisor at SERC Reliability Corporation.
Travis is a retired law enforcement professional with over 30 years of enforcement, security, and intelligence experience with the U.S. National Central Bureau – Interpol, The U.S. Department of State, and the U.S. Department of Justice, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), where he spent the past 15 years. Upon retirement from federal service, Travis became a Senior Investigator with one of the nation’s largest electric utilities to conduct counter- terrorism security risk assessments on the utility’s critical assets, including those of national importance regarding t he operation of the United States Bulk Power System. He has also served as the Senior Physical Security Specialist for NERC’s Electricity Information Sharing and Analysis Center (E- ISAC), whereby the helped lead the utility sector’s Physical Security Advisory Group ( PSAG) and is a current member.
Travis holds a Master of Arts in Criminology, Law, and Society from George Mason University, a Master of Science in Criminology from Indiana State University, and a Bachelor of Business Administration from James Madison University.
