employees; and from April 2015 for all other employers); if the FPS is filed later than any payment date within an FPS, the return is late. o The automated late filing penalty will be based on the size of the PAYE scheme. Schemes can dispute their size banding if they are now smaller than the band used. o Each scheme will be allowed one un-penalised default so that the first filing default every 12 months will not attract a penalty. o Only one penalty will be levied each tax month (even if the employer defaults more than once in the month as the payroll is run weekly). o The penalties will be charged quarterly but notified monthly, this will allow the employer to react to the GNS warning and avoid the penalty being levied. Viewing liabilities HMRC introduced a new facility known as both the Business Tax Dashboard or Liabilities and Payments Viewer to allow employers and pension payrolls, but not agents, to see a scheme’s liabilities. The viewer is updated with payments made each night Monday to Friday and with FPS and EPS figures twice monthly around 12th and 20th. This is accessed via PAYE Online using a government gateway password and ID. Any figures shown that cannot be reconciled by the scheme should be referred to the disputed charges team via the Employer Helpline to forestall compliance activity whilst the discrepancy (probably due to a duplicate employment - see ‘current issues’ below) is investigated. During 2017 a number of developments of the employer dashboard were implemented and this will continue into 2018 and beyond.
