Such exclusions have no statutory authority and are allowed as a concession to avoid unnecessary administration. HMRC publish a listing of current of ESCs – see https://www.gov.uk/government/collections/extra-statutory- concessions. FIXED PROFIT CAR SCHEME (FPCS) A scheme replaced in April 2002 by the Approved Mileage Allowance Payments (AMAPs) scheme, whereby rates published by HMRC were accepted as the threshold at which any excess payment would be regarded as a taxable profit. The scheme was a voluntary agreement to the extent that employees maintained the right to provide documentary evidence to support tax-free payment at higher rates where they so desired. An advantage of the FPCS scheme was that the employee was not required to maintain detailed records and receipts of costs incurred to support their tax returns.
