DISABILITY WORKING ALLOWANCE Introduced on 1st April 1992 and replaced on 5th October 1999 by Disabled Persons Tax Credit (see under part 1 Tax), the Disability Working Allowance was a non-contributory, non-taxable and non means-tested benefit for disabled people who were in low paid work. The claimant had to be aged 16 or over and work, on average, over 16 hours per week. In addition, they had to have a disability or illness which disadvantaged them in getting a job and:
