The rates shown above for 1996/97 and 1997/98 are transitional rates. SOCIAL FUND Introduced on 6th April 1987, the fund is made up of regulated and discretionary payments. Budgeting Loans (from April 1988). Interest-free loans to meet intermittent expenses, are available for those receiving Income Support or income based Jobseeker’s Allowance for at least 26 weeks. No printing, copying or reproduction permitted. Cold Weather Payments (from November 1988). Payments of £8.50 per week are made when the average temperature is recorded, or forecast to be, zeroº centigrade or below over any 7 consecutive days. Paid to those on Income Support or Jobseekers’ Allowance, who have a pensioner or disability premium, or a child under the age of five years. Community Care Grant (from April 1988). Available to those on Income Support or income based Jobseeker’s Allowance who have special circumstances.
