Keith Marriott entered Local Government with Doncaster CBC in October 1958, retiring from Doncaster MBC in June 1995 when he was Chief Payments Officer. He is a founder member of APSA and was the Local Government representative on the Home Office working party which led to the implementation of Statutory Sick Pay (SSP), SMP and SAP. Following his retirement, he has remained active, advising the Police in investigations into local authority member’s expense and allowance irregularities in Doncaster and Nationwide. Assisted in the initial development of the Compact Payroll Reference Book. Currently Chair of the Doncaster MBC Elected Members Pay and Expenses Review Panel. His unfulfilled ambition was to be involved in a Home Office investigation into the Payment of Allowances and Expenses of Members of Parliament and The House of Lords. Kate Upcraft, AMBCS, mGPA , is a regular conference speaker, lecturer and writer on legislative issues, including tax andNational Insurance, benefits and thewhole range of employer compliance responsibilities. She undertakes consultancy work with employers and payroll agents assisting them with topics such as payroll health checks, NMW and auto-enrolment, systems selection and departmental re-engineering. She is the vice chair of the ICAEW Employment Taxes and NI committee and chair of the pan-professional Reward and Employment Engagement Forum. Prior to setting up her own company in 2005, she was the Payroll Legislation Manager at M&S, for whom she worked for 20 years, eleven of them in payroll. He has been actively involved in the payroll profession since March 1979 and is the current editor of the Handbook. Cliff Vidgeon BA(Hons), CMA, ACG, ChFCIPP had the idea of an annual reference book for payroll in the mid-1990s. After pondering the idea for a couple of years he contacted his friend Keith Marriott and after a brief chat they set about the task of putting together the first edition of The Compact Payroll Reference Book in 1999. The rest is, as they say, history. Cliff is currently a Visiting Research Fellow at Aston University. Although his career includes a brief spell as a payroll manager, his main focus has been in pensions’ management and human resources. He has been a University Director of Corporate Management and a Director of Human Resources. Cliff is involved in national pension negotiations for the Higher Education Sector and is also a member of the CIPP Board of Directors. Mike Nicholas MCIPP has worked in the payroll and publishing industries for 50 years, and now runs his own company providing editorial and authoring services. Mike currently edits and contributes to the CIPP’s Professional membership magazine and is a contributing author to Bloomsbury Professional’s Payroll Management Handbook.
