JTA + HOLON The JTA CEO, along with members of his Executive Leadership Team, promoted the U 2 C at the Consumer Electronics Show in Las Vegas. It was there that they met global AV manufacturers, including HOLON. The chance meeting gave the JTA an opportunity to talk about readying the U 2 C program for a June 2025 launch and the broad-based ecosystem they had created to support the initiative.

The tax incentives the City of Jacksonville offered were also attractive. In June 2024, HOLON announced its decision to open its first US facility in Jacksonville, making it the first purpose-built AV manufacturer in America. These vehicles will meet FTA’s Buy America requirements. Groundbreaking is expected to be in spring 2026 and the facility is scheduled to open for business in 2027. The Authority anticipates HOLON will deliver the first 14 vehicles for the U 2 C program on Bay Street by 2027.

HOLON, in turn, was looking for a U.S. city to expand its AV manufacturing plant.

“That’s when the conversations began about why Jacksonville,” said Ford. “We had something meaningful to offer, and we were intentional about showing them the full picture. It was the strength of our ecosystem—the collaboration, the partners, and the holistic environment— that ultimately factored into their decision.”
