U2C NAVI Case Study

Before the NAVI vehicles were put into service, they underwent a rigorous pre-revenue operations burn-in for one month, from May 23 through June 22, 2025. During that time, the vehicles had 12-hour daily live trials where they underwent road simulations to ensure criteria was met from established key performance indicators (KPIs). The objective was to validate the system’s reliability, availability, maintainability, and safety; train and certify operations and maintenance personnel; verify emergency preparedness; conduct public education and safety awareness about how to ride the system; and address any outstanding operational issues.

The JTA capped the celebratory month by announcing the reservation of 100 shuttles from HOLON. These shuttles will meet Buy America mandates and the 208 guidelines which are testing protocols developed by the JTA for the BSIC project and Buy America mandates.HOLON’s vehicles won’t be ready until 2027 at the earliest, after the company builds the Northwest Jacksonville plant, but announcement of the planned reservation underscored the value of having HOLON in the city.

After passing the extensive tests, the U 2 C was ready to go.
