Operational & Service Delivery
Vehicle & Technology
• First in U.S. Revenue Service: NAVI is the first public transportation AV in revenue service in the U.S. (after its introductory free period). • Centralized Remote Command Center: JTA’s Autonomous Innovation Center (AIC) continuously monitors vehicles, providing predictive diagnostics, real-time support, and the ability to remotely intervene. Allows for future operations beyond Jacksonville. • Hybrid Safety Model: An onboard attendant • Dynamic Routing & Response: Vehicles can autonomously reroute around obstructions or incidents, contributing to proactive safety and service continuity. • Open Fare Payment: Accepts wide variety of fare media, including credit and debit cards. • Sensor Fusion Suite: Each NAVI vehicle uses 10 cameras, 7 radar units, and 4 LiDAR sensors for 360° awareness, paired with GNSS precision mapping. • Autonomous Driving System (ADS): Powered by Oxa’s ADS, enabling predictive obstacle detection, collision avoidance, and real-time decision making. • E lectric Fleet: Fully electric Ford E-Transit vans support autonomous operations while delivering quieter, low-pollution transit. • Accessibility by Design: Vehicles are ADA- compliant, featuring ramp access, priority seating, and space for mobility devices. • C ybersecurity Layers: End-to-end encrypted V2I (vehicle-to-infrastructure) communication and proactive cyber resilience testing.
Partnership & Policy
• P ublic-Private Model: Operations handled through a $36M contract with Beep, Inc., while Oxa provides the autonomous driving software. • Innovative Procurement: Innovative approach to procurement through Vision to Reality solicitation and operating contracts. Statewide AV contract to allow scalability for other agencies across the country to leverage JTA’s contract. • Buy America & FMVSS Compliance: NAVI fleet design navigates regulatory gaps to meet U.S. standards for AV transit deployment. • C ybersecurity Collaboration: Regular penetration testing and third-party audits conducted in partnership with federal agencies and industry experts. • S calable Procurement: JTA has pre-ordered 100 HOLON Movers, allowing future scalability and flexibility as technology advances.
System & Infrastructure
• Bay Street Innovation Corridor: A 3.5-mile downtown circulator designed to showcase AV integration with real urban infrastructure. Connected vehicle infrastructure throughout corridor, including fiber network, roadside units, communication devices, pedestrian sensors, and flood sensors. • N ew Shelters: New shelter models featuring glass panels for enhanced safety and visibility. Integrated cameras, wayfinding, real-time passenger information, and off-board fare payment. • A IC Construction: Pre-cast construction allowed for faster delivery time of facility, overcoming challenges caused by two hurricanes during construction.
