Ammonia loss is a localized reaction

 Urea granules are hygroscopic (absorb moisture from the air)  Once applied, urea starts to move into the soil  Urease enzymes start the hydrolysis process releasing ammonium (alkaline)  This temporarily raises the pH of the soil around the granule  This increase in pH leads to ammonia volatilisation
