Today, as a member at Steptoe & Johnson PLLC in Morgantown, WV, he brings a wealth of work and life experience to leading the firm’s General Litigation Practice Group and Oil and Gas Emergency Response Team. He is also a member of the firm’s committees for diversity, recruiting and litigation training, and he serves as a mentor for the Leadership Council on Legal Diversity (LCLD) and students at the WVU College of Law, where he received his law degree in 2003. “I cannot tell you why Steptoe & Johnson took a gamble on me, but I’m glad they did,” says Williams. “From the start of my career with them until today, there has always been someone within the firm willing to invest time to make me a better lawyer. And for those times when you need a soft place to land because you’ve had a rough day, there is always someone there. I can recall fumbling a matter I was working on for a senior member of the firm as an associate. After revealing the significant mistake, not only did the senior partner give me some great words of encouragement, but another member in the firm volunteered to stay late into the night to help me complete what needed to be completed. To my knowledge, no one ever kept score of that incident or used it against me. The incident never adversely impacted my career or, more importantly, adversely impacted the trust my partners put in me.”

William King Principal, National Unclaimed Property Practice Leader, KPMG LLP Prior to joining KPMG, Will served as a manager and in-house attorney at both Unclaimed Property Recovery &
Reporting (UPRR) and its successor, Keane, where he oversaw development and delivery of unclaimed property compliance and risk mitigation solutions to holders across multiple industries, including a specific focus on oil and gas and financial services firms. Before working at UPRR and Keane, Will worked in the litigation departments of Steptoe & Johnson, LLP in Washington, DC and Phelps Dunbar, LLP in New Orleans. He has also spent time at the Financial Industry Regulatory Authority (FINRA), the self-regulatory organization overseeing broker/dealer conduct in the United States. During his career, Will has worked with holders across a broad range of industries to implement unclaimed property risk mitigation, owner location, compliance, and advisory services. His experience includes time spent with oil and gas firms, securities issuers and record keepers, manufacturers, retailers, internet and technology companies, broker/dealers, banks, and other financial institutions. Will has advised clients on the development of unclaimed property compliance solutions, the impacts of legislative, regulatory, and legal changes on compliance programs, provided support services in unclaimed property audits, guided companies through state VDA programs, and advised on proactive ways to minimize unclaimed property exposures and risks. With a particular focus on oil and gas and financial services clients, Will has implemented remediation strategies that are designed to lower unclaimed property liabilities and ensure compliance with state and federal laws.
Quin Moore, CFE Senior Manager, KPMG LLP
As a Senior Manager in KPMG’s San Diego State and Local Tax Practice, Quin has over 8 years of experience solely dedicated to unclaimed property.
He has helped numerous companies through the Delaware VDA process, multi-state audits, and initial compliance efforts. Throughout his career, Quin has helped develop technological tools to automate mineral interest suspense analysis and worked in a variety of industries to assist companies in developing strong controls, policies and procedures, and compliance programs to help maintain compliance on a go-forward basis.
