About the Directorate of Estates & Facilities

King’s Directorate of Estates & Facilities is a key enabler of the university’s Strategic Vision 2029 and we have created a strategy which demonstrates our intent and sets out how the Estates & Facilities team will support the ambition of the university’s strategic vision. Our philosophy has been developed using the Guiding Principles outlined in Vision 2029; we have worked with the teams across the other support

functions, with our academic and research colleagues and our students so that we can ensure that the communities we serve are at the very heart of the directorate’s work. We know that everyone in King’s interacts with our physical assets and relies upon our service delivery therefore they need to: • be seamless • to work • be sustainable and safe • be enabling • support work and learning and; • enable growth As King’s continues to mature and grow the task of developing, maintaining, managing and driving value from our physical infrastructure will become more complex. The Estates & Facilities strategy holds together our vision and ensures we can measurably improve the learning and working experience of our student, staff and partners. The Directorate The Directorate of Estates and Facilities is responsible for efficient and effective acquisition, disposal, management and operation of the College’s Infrastructure assets and the environment within which the College’s Students, Staff, and Researchers operate. The Department The Department has 3 main functions: Asset Management – Determination and execution of Colleges Infrastructure and services strategy, ensuring that services provide value for money, whilst safeguarding the Colleges staff, students, and researchers, and ensuring that assets and facilities availability performance meets the demanding needs of the Colleges core business. Asset Management is also responsible for identifying and implementing strategies for managing the Colleges use of energy and water, and reducing the College’s impact on the environment Development & Capital Projects – Managing new build and major refurbishment projects within the ex- isting estate, in addition to the management and execution of acquisitions and disposals in line with the College’s long term space strategy. Facilities Services – Provide support services, commensurate with a world leading institution, to the Colleges students, staff and researchers. Including; cleaning, security, porterage, postal services, catering, hospitality, and event planning.

The Post The role will be one of three positions forming the Senior Management Team for the Asset Management Department. The specific responsibilities for this role will be managing technical excellence, developing and ensuring the implementation of “pan-estate” asset/system operating standards and developing Life cycle & Whole Life cost modelling for interface with the Capital Projects team. The role will be accountable for improving KCL’s asset uptime and system resilience, while contributing to the professional development of the team as a whole and providing Best Value.

Role purpose The effective management of SCART and Asset Infrastructure Service delivery across all buildings across the Col- lege’s estates Portfolio and to encompass the following: - • Setting Statutory Compliance Service standards • Developing the maintenance strategy incorporating CAFM System • Develop and manage CAFM, Risk & Quality Audit Service • Setting in place risk & audit management systems • Identification and implementation of technical best practice • Development of quality & risk management strategy and solution • Development of sub contract and service innovations across the Estate • Minimise business operational risk • Identification of Single Points of Failure, and the production of action plans to remove/manage. The role will deliver enhanced levels of statutory compliance including quality and risk within the existing frame- work and will Manage the Asset Infrastructure team to facilitate a continuous improvement cycle to be established and implemented. Role Profile Technical Management • Responsibility for the effective (SCART) and Asset Infrastructure support of the division. • The development and growth of the 6 staff under direct control. ( 4 Staff only) • Develop relationships with all parts of the College’s estates department to enhance Statutory compliant opera- tional delivery. • Responsible for the preparation of monthly performance reports • Attendance at various meetings as required. • Responsible for the delivery of the Forward Maintenance Register • Maintenance of Forward Maintenance Asset Management Data base • Deliver an integrated planned forward maintenance register inc 3rd party vendors. • Develop operational “Normal and Emergency” operating plans for use on site. • Responsibility for the delivery of (SCART) and Asset Management excellence. • Accountable for accurate measurement and auditing of operational services. • Development and implementation of a Business Continuity and Risk Mitigation plan. • Present monthly and summary statutory data for comment and discussion. • Create specialist 3rd party supply chain business focussed delivery in liaison with the Maintenance Manager – Contracted Services. •Maximise infrastructure Uptime. • Responsible for the management of all O & M information. • Maintain a monthly operational risk register across the portfolio. • Maintain 100% availability of all critical systems and plant. • Review Life Cycle Asset Assessments annually. • Ensure Asset Condition surveys maintained in accordance HEFCE guidelines. The Head of SCART and Asset Management will develop a delivery structure which is robust and contains all the required skills and competencies. • Contribute to the overall management of business and commercial risk. • Recommend improved ways of working to achieve continuous improvement • Responsible for the setting of maintenance standards. • Delivery of contract SLA’s, KPI’s and KSF’s.

Health & Safety • Contribute to the development and implementation of all management systems. • Ensure that all staff are suitably trained and aware of relevant H & S systems. • Ensure that all aspect of the service are delivered in a safe and controlled manner • Ensure full compliance with all relevant H&S legislation and documents • Maintain & update Statutory Register including corrective actions • Maintain an operational H & S plan relevant to all engineering systems. • Operate a Safe Systems of Work at all times. • Integrate maintenance with the College’s H & S policy. • Maintain and update all AE, AP & CP Registers and training plans. functions Service Levels & Customer Satisfaction • Contribute to the development of innovation and best practice standards. • Organise & attend monthly meetings • Overall responsibility for maintaining accurate and key site documentation • Provide effective communication to facilitate BAU operations 24x7x365. • Develop strong relationships with the key customers within the wider College family • Undertake periodic Quality surveys. • Maintain an accurate categorised database of all equipment and assets • Produce a monthly scorecard of key agreed technical KPI’s.
