Bruce T. Moore 1966-2023 City Manager, Administrator, U.S. Army

T he city of Little Rock’s longest-serving City Manager, Bruce T. Moore (Theta Epsilon 1987), entered the Chapter Invisible on October 14, 2023. Little Rock Mayor Frank Scott, Jr. ordered the city flags to fly at half-staff in memory of Moore. A native of El Dorado, AR, Moore earned a B.A. degree from Henderson State University in 1989. After graduating college, Moore worked briefly as a Department of Human Service (DHS) family service worker in Arkadel- phia before joining the U.S. Army as a reservist. In 1990, he was called to active duty as part of Operation Desert Storm, which resulted in him receiving the U.S. Army Commendation Medal. After his military service, he returned to DHS before leaving to earn a master’s degree from Arkansas State University, where in 1994 he was named the Student of the Year. This award led to opportunities for Moore to work in the Little Rock

National Forum for Black Public Administrators (NFBPA). The award is presented to an African American public admin- istrator who has achieved extraordinary success in public management while demonstrating unparal- leled commitment to the community. Moore was a member of the Little Rock (AR) Alumni Chapter. He also held memberships in International City/County Management Association (ICMA), the Arkansas City Manager’s Association (ACMA), the National Forum Of Black Public Administrators (NFBPA) Board Of Directors, Hender- son State University Board of Trustees, Little Rock Regional Chamber Board Of Directors, and Downtown Little Rock Partnership Executive Board. Brother Bruce T. Moore is survived by a son, Luke Thomas Moore; Brother Moore’s fiancée, Siobhan

City Manager’s Office. In 1995, Moore earned a posi- tion as assistant to the Little Rock Mayor. Moore worked in U.S. President Bill Clin- ton’s re-election campaign the following year. In 2002, Moore was appointed to the position of City Manager after serving a few years as the Assis- tant City Manager. Other leadership roles include Moore serving as the chief advisor to the Little Rock Board of Directors on policy and operations. He was the city’s lead on the development of the William Jefferson Clinton Presiden- tial Center and Park and served key roles in planning city events while serving as the chief administrative officer for Little Rock. He

also played an essential role in producing and organizing the annual Little Rock Nine commemorations. He was also instrumental in the planning of the 40th, 50th, and 60th commemorations of the integration of Little Rock Central High School. City Manager Moore earned awards and acco- lades from across the country and worldwide for his effective management, organization, and exper- tise. He was dedicated to improving the City of Little Rock and to making life better for 2,500 municipal employees and for the residents and visitors to the state’s Capital City. In 2020, Moore was the receiptent of the Mark of Excellence Award from the
