Hazard Mitigation Assistance (HMA) grant programs provide funding opportunities for pre- and post-disaster mitigation. The programs have varying statutory requirements, but share a commongoal of reducing the risk of loss of life and property due to natural hazards. Following are a few of the programs we can help guide you through. Flood Mitigation Assistance (FMA) FMA is a competitive grant program for states, territories, tribal governments and communities to mitigate repetitive flooding affecting structures insured by the National Flood Insurance Program. Some projects may qualify for up to 100% funding. By identifying cost-effective mitigation measures that will eliminate or reduce the risk of flooding, Tidal Basin can assist in structuring this type of project to effectively compete for funding. Building Resilient Infrastructure and Communities (BRIC) BRIC funding is intended to help states, territories, tribal governments and communities
We support our clients with Public Assistance, HMA programs, Community Development Block Grant-Disaster Recovery/Mitigation (CDBG-DR/MIT) and the National Flood Insurance Program (NFIP).

BRIC is a competitive program requiring a strong application and benefit cost analysis (BCA). Tidal Basin’s experts will work with your team to develop dynamic BCAs, ensuring the most competitive application is submitted for the funding opportunity. Hazard Mitigation Grant Program (HMGP) HMGP provides grants to eligible applicants to implement long-term hazard mitigation projects after a Federal Disaster Declaration. There are a multitude of projects that qualify under HMGP, and our experts can help your community take advantage of this funding.

New York State Division of Homeland Security and Emergency Services Since 2004, Tidal Basin has provided technical assistance and program management to support recovery operations, including state hazard mitigation plan updates, FEMA PA and HMGP program management, and disaster closeout assistance.

We managed more than 1,200 HMGP project applications to include technical support to state agencies and local jurisdictions on behalf of the New York State Division of Homeland Security and Emergency Services after Superstorm Sandy, and assisted in documenting 4880 PWs initially developed over an 18-month period, totaling an estimated $2 billion in eligible damages.
State of Alaska
Tidal Basin has supported the State of Alaska since 2011 with technical assistance, staffing and program management support for disaster recovery operations, state-run IA efforts, disaster closeout assistance, and state hazard mitigation plan update efforts. We are currently supporting 125 HMGP application development after the Alaskan earthquakes in 2019 including seismic structural/non-structural retrofits; acquisition/demolition; elevations, erosion and flood control; and generators for the Alaska Division of Homeland Security and Emergency Management (DHSEM).
State of Hawaii
Since 2014, Tidal Basin has provided support staff and a State Hazard Mitigation Officer (SHMO) who act on behalf of the Hawaii Emergency Management Agency. We have
provided technical support to the Hawaii Emergency Management Agency and local communities to develop approximately 100 HMGP and PDM applications. Tidal Basin also provides technical assistance on both the 404 HMGP Program and Community Development Block Grant (CDBG) processes, with more than $33.3 million in PA funds obligated to date and additional funding pending.
