It is with great sadness that we honor the transcendence of Judith “Judy” Clinco, a trailblazing advocate whose lifelong dedication to caregivers, older adults, and the Tucson community leaves an indelible legacy. Judy’s journey began in Queens, New York, where her early experiences as a nurse instilled a deep passion for caregiving. After moving to Tucson in 1977, she founded Catalina In-Home Services, a pioneering home care agency that set new standards for caregiver training and respect. Her visionary approach provided essential services for aging adults and elevated caregiving as a respected profession.

Judy’s leadership extended far beyond Catalina. She established the Caregiver Training Institute (now housed at PCOA), graduating thousands of CNAs, and founded the Arizona Direct Caregiver Alliance, advocating for policy changes to improve caregiver pay and working conditions. Locally, she was a leader of the team of neighbors who founded the Fort Lowell Live at Home Program, a model of neighbors supporting neighbors that influenced similar efforts throughout the region, including PCOA’s Neighbors Care Alliance. Her passion for creating systemic change led Judy to be a leader in the creation of

the ELDER Alliance anchored at the United Way, addressing critical issues affecting older adults, and championing innovative programs like Livable Tucson and Tucson Home Sharing. Her leadership roles on national boards and local initiatives consistently advanced equity and opportunity, including Judith “Judy” Clinco.

her work with the City of Tucson Industrial Development Authority and Arizona’s first Green Bank. “Judy was a transformative force, shaping the caregiving profession and inspiring all of us to build a more compassionate and just world,” shared W. Mark Clark, PCOA President and CEO. “Her contributions to our organization and community will resonate for generations to come.” Judy lived her values daily, approaching every endeavor with empathy, compassion, and integrity. Her unwavering commitment to social justice, women’s empowerment, and community care touched countless lives. Judy’s legacy reminds us to live with intention and embrace the mantra she shared: “Perfect the way it is, perfect the way it isn’t.” Medicare SHIP Program Meeting Growing Needs with Record Attendance in 2024 This year, PCOA’s Medicare SHIP program reached new heights, reflecting our commitment to meeting the evolving needs of the community. Participation surged at our bimonthly presentations, with attendees learning to navigate the overwhelming options of 55 Medicare Advantage plans and 12 standalone prescription plans available in Pima County. In response to the significant Medicare changes coming in 2025, we quickly expanded our programming. This success was driven by our dynamic team of 16 volunteers and three staff members, as well as the timely support of PCOA’s Philanthropy & Communications team, who ensured the community was informed and engaged. At PCOA, we remain dedicated to delivering clear, unbiased education that empowers Medicare beneficiaries to make informed decisions. Through teamwork and adaptability, we’re making a lasting impact in our community.

Volunteer Spotlight Tom Stoffel, the eldest of eleven children from a Wisconsin farming family, spent forty years as a marriage and family therapist. His career was driven by a deep interest in how families function, a passion sparked by observing his own large family and others in his community. In retirement, Tom found the perfect fit at PCOA, where he facilitates caregiver support groups. These groups provide mutual emotional support, problem-solving, and comfort, allowing Tom to apply and sharpen his skills while witnessing the courage of caregivers. With a family history of dementia, Tom approaches his volunteer work as both a learning experience and preparation for his own future. He is impressed by PCOA’s administration and the dedication of its staff, often saying, “You will get more than you give.” A passionate cyclist, Tom jokes that his professional interest in geriatrics began only when he became one. For Tom, volunteering at PCOA is a way to stay young, engaged, and connected to his community.

Turning Tragedy into Purpose The Aros Family’s Dally for Dementia

“We didn’t know what to do. We didn’t know there were programs like yours.” – George Aros

Victor and Yolanda Aros shared a life of love and resilience. When dementia took hold of Victor, Yolanda became his devoted caregiver, supporting him at home as his illness progressed. Tragically, in a moment of confusion caused by dementia, Victor took Yolanda’s life. Just two months later, he passed away, leaving their children heartbroken and searching for answers. After the tragedy, George Aros and his siblings discovered Pima Council on Aging (PCOA) and the programs that could have supported their family during Victor’s illness and Yolanda’s caregiving journey. Motivated to ensure

others could benefit from the resources they hadn’t known about, George, a nationally successful roper, partnered with PCOA to create Dally for Dementia, a charity roping event in honor of his parents. “We didn’t know what to do. We didn’t know there were programs like yours,” George shared. Through this heartfelt event, the Aros family honored their parents’ legacy while connecting a broader community to PCOA’s services, including dementia education and caregiver support. Dally for Dementia was more than a fundraiser—it was a testament to the power of turning loss into purpose. The Aros family’s efforts not only honored their parents’ legacy but also expanded awareness of the challenges of caregiving and the importance of community support.
