NORTHERN IRELAND’S CONSTRUCTION OUTPUT SURGES BY 10.5%
Northern Ireland enters 2025 with optimism and momentum, underpinned by political stability, long-term government strategies and a steadier economic environment, according to global infrastructure leader AECOM. The AECOM Annual Review 2025 reveals a 10.5% annual rise in construction output from Q2 2023 to Q2 2024, driven by a 6.3% increase in new work and 17.7% surge in repair and maintenance year on year. Tender price inflation stabilised at 1.8% in 2024, following two years of unusually high rates, with a predicted rise to 2.5% in 2025.
Dampening the good news was the housing construction sector’s 5% decline in 2024, attributed to ageing drainage and wastewater infrastructure. AECOM calls for targeted investment in these systems to unlock significant market potential. Further progress was noted across several other sectors. In healthcare, work is set to begin this year on the new Children’s Hospital in Belfast. In education, significant investment is anticipated this year, with tenders for multiple new schools expected, paving the way for sectoral growth over the next decade. www.aecom.com

INTERNATIONAL WOMEN’S DAY
LYNN CARVILL, CHIEF EXECUTIVE OF NORTHERN IRELAND’S LEADING QUALITY TRAINING PROVISION FOR WOMEN IN CONSTRUCTION AND OTHER NON- TRADITIONAL SKILLS, TALKS TO NI BUILDER… Celebrating International Women’s Day with WOMEN’STEC
TELL US ABOUT YOUR BACKGROUND
I believe very strongly that everyone should have the ability to be economically independent. I also understand the nature of the gender-segregated labour market. WOMEN’STEC was a great organisation to tackle both of these issues, and also very importantly, to work with a fantastic industry – the construction industry – to assist in the challenges they experience with skills gaps. WHAT ARE THE BIGGEST BARRIERS AND WHAT COULD BE DONE TO SUPPORT GREATER NUMBERS OF WOMEN ENTERING THE CONSTRUCTION INDUSTRY women and girls entering construction and, to be fair, they exist across many industries and work spheres. Childcare and eldercare responsibilities fall mostly on the shoulders of women - and our devolved government have yet to effectively address these issues. Uniquely, however, at a literal level, girls are not encouraged to consider careers in construction – and even today I remain surprised at this. There’s a huge information gap. Why are girls not offered construction careers choices? Over 99% of trade apprenticeships across NI are filled by males. Conversely, females predominate in less lucrative IN NORTHERN IRELAND? Many barriers persist in terms of careers, such as social care and hair, beauty and nails. This is not to say that these are not viable careers; I just think that everyone should have access to all career options. It’s time that careers advice was overhauled, and career stereotypes a thing of the past. Of course, we need to highlight the women that are already working and thriving in the construction industry. They are the role models for the future generations and this visibility is very important. It’s not that long ago that
After school, I studied Sociology, Social Policy and Politics at Queens and then spent two years in Queen’s Students’ Union; one year as vice-president of education and one year as deputy president. I really enjoyed organising student campaigns, editing the student newspaper and helping students who were experiencing difficulties. This was the foundation of everything I moved onto later in my career. I knew at this point that I wanted to work in the community and voluntary sector.
HOW DID YOUR CAREER PROGRESS?
My degree had sparked a particular interest in the areas of poverty and, in particular, the gendered impacts of poverty. I was also interested in labour market issues: employment and unemployment. After a brief stint working with unemployed people in Dungannon, I got my dream job establishing the Organisation of the Unemployed: NI, the northern division of the Irish National Organisation of the Unemployed. My next dream job opportunity presented in 2008 when I became the first women’s sector lobbyist working with the Women’s Resource and Development Agency. This involved advocacy work with Stormont and local councils in relation to women’s issues. I met so many great people during this time. It was hard work but very rewarding. In 2013, the role of chief executive at WOMEN’STEC came along. I didn’t see it at first, but a number of people approached me saying it was a perfect “It’s time that careers advice was overhauled, and career stereotypes a thing of the past.”
Lynn Carvill.
progression, bringing my labour market and gender experience together. I marked 11 years at WOMEN’STEC in February 24. DID YOU COME INTO WOMEN’STEC SEEKING A NEW CHALLENGE? I had worked in policy and advocacy roles my whole career and the thought of operationalising my experience into service delivery was very appealing. Policy advocacy and development is arduous and slow moving – service delivery has a more immediate impact. It was quite a rocky ride at the beginning, to say the least, but I could see the potential in what the organisation could deliver and the impact it could have on women’s lives. I wanted to lead an organisation and team that would be focused on providing the best training and education experience to our students, initially women and then women and girls on construction and personal development programmes.

INTERNATIONAL WOMEN’S DAY
female bus drivers were a novelty – even today, I am (for one second) surprised when I get on board a bus to a female driver. I want to see this for tradeswomen and women in construction generally. HAVE THERE BEEN ANY STANDOUT MOMENTS? Honestly, there have been many peaks and troughs over the last 11 years. I suppose that is to be expected. One of the highlights was the launch of our #notjustforboys programme and campaign in 2019 – a concerted effort, supported by CITBNI and the NIHE to provide programmes to encourage girls to consider careers in construction. This is a brilliant programme and campaign, and already we can see the pipeline of girls coming through, currently acting as ambassadors to bring younger girls on. I’m also thinking of the opening of WOMEN’STEC Newry in 2022. This happened with the support of local contractor CTS. Since then, we have been able to roll out our service delivery to women and girls across the Newry, Mourne and Down area. On a day-to-day basis, many women come across our doors and participate in DIY, Joinery, Plumbing or the many other programmes. Their head is often bowed as they walk in for the first time and I love when I see them a few weeks later walking out the door with a smile on their face, a spring in their step and their head held high. They have learned skills, grown in confidence and are ready to tackle tasks they never thought they could. I am very fortunate to do what I do. WHAT WOULD YOU SAY TO A GIRL CONSIDERING A CAREER IN CONSTRUCTION? Every time I go on a site visit or attend a ‘Girls into Construction’ day, I’m still blown away. I always think, ‘Why did I not know about this when I was younger?’ I listen to people talk about how the “It is good for companies to take one day out of 365 days to acknowledge their female workers but also important that this support continues the other 364 days of the year too.”

opportunities are amazing—travel, variety, great pay, flexibility. If you have a trade, you have a trade for life. You can work for a few years, take a career break, and always come back - it’s just a great skill to have. For any girls considering a career in construction, contact us at WOMEN’STEC. We can help, both by giving you a chance to try it out but also to find work experience and apprenticeship opportunities with our fabulous #NotJustForBoys Champions. WHAT ARE YOUR THOUGHTS ON INTERNATIONAL WOMEN’S DAY? In the past I was involved in organising many and varied events to celebrate International Women’s Day. It is an important day in the calendar to provide a focus on women’s contribution in every aspect of life and to celebrate this. However, in reality,
every day is important for women. It is good for companies to take one day out of 365 days to acknowledge their female workers but also important that this support continues the other 364 days of the year too. WHAT DO YOU DO IN YOUR FREE TIME? I enjoy time with my husband and two daughters. My creative outlet happens through knitting (of all things) – over Covid, I created a range of finely-crafted hats and scarves branded as Average Jo, selling these with all the money going to foodbanks. I’ve also recently discovered weightlifting – don’t know if this is a serotonin or endorphins release, but I love it! 29 Chichester Avenue, Belfast BT15 5EH T: +44 (0)28 9074 9810 E: info@womenstec.org www.womenstec.org

Conveniently located in Balmoral Industrial Estate, the 50,000sqft Belfast branch includes Interiors, Insulation, Construction Accessories, Roofing and Facades divisions. “We are a one-stop shop from groundwork all the way up to the roof, supplying absolutely every product you would need on any build,” said Patrick. “Last year, we had close to 3,000 deliveries and over 6,000 collections, just out of Belfast.” Ongoing investment in the site includes the creation of a new Roofing showroom and Training Academy, which hosts staff training in new products. “We also bring in customers and show them new products coming on board, and how those products are going to benefit them and service their requirements,”
said Patrick. “For example, the Grenfell tragedy has really pushed a requirement for more stringent fire protection in
facades and other products.” Northern Ireland deliveries are
geographically split between SIG’s two branches in the region, with SIG Belfast operating a fleet of three branded truck- mounted forklifts and an SHD van able to navigate narrow streets for emergency deliveries. “If a customer rings in an order right up to 2pm and we have the stock here, they’re going to get that the next day,” said Patrick. “That’s the service we deliver, and we use Descartes delivery route planning software allowing customers to receive text messages and track the delivery vehicle right to their door.” SIG Belfast also offers a unique service aimed at speeding up collection with each customer allocated a parking bay upon arrival, to which their order is picked and delivered by the trade counter team. The efficient system has reduced collection time to 8-10 minutes, or down to five minutes for orders phoned in prior to arrival. 6-8 Balmoral Road, Balmoral Industrial

FEDERATION OF MASTER BUILDERS MEMBERS STAND READY AND WILLING TO BE PART OF THE DELIVERY PROCESS ADDRESSING NORTHERN IRELAND’S HOUSING SHORTAGE…
NI Executive’s Housing Strategy - Can it be made a reality?
“We are all aware of the crisis that we face in housing. A large and growing waiting list for social homes. Busting increases in the private rented sector. Low quality and poor energy efficiency. Record numbers in temporary accommodation. Too many barriers when it comes to matters like planning and infrastructure. And an increasing sense of despair for many who

simply want a home to call their own. “Fixing this is at the top of my agenda, because these issues impact on our ability to deal with some of the challenges we face today – poverty, education, deprivation, health and giving people the opportunity and ability to progress in life.” With those opening words, Communities Minister Gordon Lyons MLA launched the NI Executive’s Housing Strategy in December. Certainly, as citizens of the country and at the coalface of delivering housing, FMB staff and members can identify with the issues that have been highlighted to him. With demand for new private and social housing outstripping supply, what changes can we see to readdress this? As housing delivery numbers are sitting at generational lows here, FMB is supportive of the ambition to meet increased targets of new. When FMB had the chance to meet with the Minister recently, our discussions turned to how that vision transfers to delivery. Industry wants to be supportive partners in helping reach and hopefully exceed the desired targets. We need to build the right safe and warm homes in the
WHAT IS THE NEXT STAGE FOR THIS STRATEGY? FMB’s members were assured by officials that action plans are being worked on across departments and will be live for scrutiny soon. We look forward to seeing these as soon as possible. There is no doubt the devil will be in the detail of those plans, and FMB will continue to scrutinise that content and keep communicating on behalf of its members to Government. Despite the challenges, we want to see beyond those and view them as opportunities to re-energise our home building market here. Providing jobs, safe and affordable homes for many are actions for both industry and primarily public representatives to take off a page and make reality.
right places for the right cost. For this to happen, it will take more than good will and requires considerable cross- departmental support and change. FMB members Steven Nickell of Nickell & Richmond and Mark Gribben of Setanta Construction, along with NI Director Gavin McGuire, outlined a number of challenges faced by SME contractors wanting to build and develop. WHICH KEY ISSUES WERE RAISED? • What collaboration is happening between the departments of Communities and Infrastructure to address the crippling water connections issues? • What does NI Electricity’s capacity, with increased demands on the grid for new homes to connect, look like? • How can we see more accountability and vast improvement for the shocking delays in the planning system? • What priorities has the Minister addressed with the Department for the Economy, to make sure we are attracting the right competent skilled labour force for the step up in new homes delivery?
FMB members stand ready and willing to be part of that delivery process.
“We need to build the right safe and warm homes in the right places for the right cost.”

ULIDIA INTEGRATED COLLEGE, CARRICKFERGUS
ULIDIA INTEGRATED COLLEGE IS THE LATEST ADDITION TO OHMG’S EXTENSIVE PORTFOLIO OF HIGH-QUALITY EDUCATIONAL BUILDINGS, WITH THE MAIN CONTRACTOR DELIVERING AN INNOVATIVE, ENERGY-EFFICIENT CAMPUS WHICH SIGNIFICANTLY ENHANCES THE LEARNING EXPERIENCE… CREATING A PERMANENT HOME FOR POST-PRIMARY INTEGRATED EDUCATION
Demand for pupil places has grown significantly since Ulidia Integrated College first opened in 1999, using largely temporary structures to accommodate an initial enrolment of 240 students. The burgeoning Carrickfergus post- primary was accordingly granted £25m by the Department of Education in the first tranche of Fresh Start Agreement funding for integrated education. Recognising its extensive experience in delivering high-quality educational buildings, OHMG was awarded the develop-and-construct project for a newbuild school with capacity for over 700 pupils. The Newry-based construction company was charged with delivering
Hamilton Architects’ vision of enhancing students’ learning experience by building an innovative, energy-efficient campus maximising the site’s views over Belfast Lough. Targeting BREEAM Excellent, sustainability was a major focus, while challenges included complex phasing of the build to avoid disruption to the operational existing school and surrounding neighbourhood. Preconstruction work commenced in June 2021, with construction getting underway in September 2022. A first phase encompassing preparatory work and the newbuild was completed in November 2024, while a second phase - entailing demolition of the old school buildings and completion of the sports
facilities - is on track for completion in March 2025. The new school comprises 10,314sqm of floorspace across two and three-storey buildings, housing classrooms, a library, learning resource centre, media facilities, sixth-form common room, technician accommodation and storage rooms. Also included are sports and multipurpose halls, toilet, cloak, shower and changing rooms for pupils and staff, general staff offices, a dining hall, kitchen and plant space. With a drop of around 22m from the back to the front of the site, where the newbuild is constructed, extensive regrading was required to form level areas for the buildings, car parking and playing fields.
“The facilities here are second to none and OHMG is extremely proud to have delivered yet another amazing education project.”

Health & Safety Manager Gavin Blaney developed a comprehensive Traffic Management Plan to segregate vehicle and pedestrian routes, and scheduled deliveries to avoid peak traffic times. Open lines of communication were maintained with the school throughout the project regarding any planned interruptions to services, while mitigation strategies included using quieter machinery to control noise, and water spraying to suppress dust. Priorities for OHMG included using sustainable materials, as well as solutions reducing labour and costs while accelerating the project timeline. Recycled aggregate was used for the haul roads, piling platforms and compound areas during construction. Lightweight concrete blocks decreased transportation and labour costs. Prefabricated structural concrete floor planks were craned into position to speed up installation time and again reduce labour costs. Use of cladding panels inside the roof parapet reduced on-site labour and accelerated the construction timeline. High-performance insulation materials including mineral wool slabs were used within the Kalzip roof build-up, enhancing
acoustic properties and improving exam conditions in the sports hall. Energy-efficient designs and technologies, including LED lighting, HVAC systems and insulation, helped to generate long-term savings, with
that the new building has had on learning and teaching - pupils and staff alike are very proud of their new school. “We are still working with OHMG to complete the new sports facilities and look forward to putting them to good use both for the school and for the wider community. OHMG has supported and partnered with us throughout the entire build process and there is no doubt the building would not be same without them.” Client: Board of Governors of Ulidia Integrated College Main contractor: OHMG Project manager: ESC Construction Consultants IST architect: Samuel Stevenson & Sons PROJECT TEAM...
