Prospects were unlikely that Biola would ever recover funds for the confiscated Hunan property. Like many Christian organizations and foreign businesses filing claims with the State Department from 1949 to 1952, little was expected. However, attempted normalization between the People's Republic a~d the United States during the first Richard Nixon administration - resulted in the delivery of foreign claims applications to the various institutions. As a precondition for nor~alization and diplomatic recognition, China had to adjudicate $196,861,834 in American claims; while, the United States unfroze $80,500,000 After filing with the Commission in 1969, nothing developed for a decade. In the meantime, Biola's claim was disallowed early in 1970 for lack of sufficient documentation of the Hunan property. 119 Contacted in 1970 by Biola's administration in search of the vital Hunan documentation, Roberts was able to produce the necessary proof with photostated deeds, photographs of the property, a Hunan School yearbook, and a sworn affidavit 120 of Biola's property rights at H.B.I.
