About the Directorate of Estates & Facilities

King’s Directorate of Estates & Facilities is a key enabler of the university’s Strategic Vision 2029 and we have created a strategy which demonstrates our intent and sets out how the Estates & Facilities team will support the ambition of the university’s strategic vision. Our philosophy has been developed using the Guiding Principles outlined in Vision 2029; we have worked with the teams across the other support

functions, with our academic and research colleagues and our students so that we can ensure that the communities we serve are at the very heart of the directorate’s work. Role purpose The Vision of the Estates and Facilities Directorate is to provide world leading facilities and services to the world leading institution that King’s College London is. The Role of Head of Engineering will play a pivotal role in the directorate achieving this challenging goal. The Head of Engineering will be a key member of the Estates and Facilities Senior Management Team and will report directly to the Director of Facilities. You will oversee the functional and pastoral management of a multi-level team consisting of circa 120 directly employed engineers, technician and support staff, in addition to a portfolio of specialist engineering and maintenance service partners. The Head of Engineering will be accountable for the oversight and strategic management of a £10m- £15m per annum OPEX budget, in addition to being responsible for the creation, execution, and on-going management of a CAPEX Asset Improvement Pipeline for Lifecycle, Infrastructure, and Minor Works of circa £5m - £15m per annum. The Head of Engineering will be based on the Guy’ and St Tomas’ Campus (London Bridge, London) alongside the core Asset Management team leadership and support staff, however will have responsibility for satellite offices at all of the University’s 4 main Campus’ and many of the smaller remote sites across central London. How this role supports KCL • By leading on asset management and Infrastructure to meet the university’s academic objectives. • By co-ordination and management of technical building services across the large occupied estate. • By auditing, reviewing, reporting on, and regularising compliance delivery across the estate. • By leading the university engineering and infrastructure in a way which supports and promotes long term maintenance planning and delivery to ensure Value for Money, in particular, seeking opportunities to reduce total energy and utility costs, and carbon usage. • To improve and take ownership of all engineering and statuary requirements for licenced, regulated and specialist spaces across the College - eg Labs , BSU’s etc. • Provides technical leadership and strategic direction for all engineering and estates maintenance works undertaken.

How this role supports Professional Services By working together with the Director of Facilities to ensure that the university: • Plans asset and infrastructure replacement and maintenance needs against academic and research objectives, and aspirations. • Obtains the maximum value from its existing infrastructure investment in people, plant, and financial resources. • Drive down total cost of asset maintenance. • Drives up overall asset availability and reliability. • Supporting and ensuring that the university follows UK standards and best practice/innovation in its asset management. • Provides professional engineering and estates expertise to Site Directors, estates staff, other directors, senior management, other internal customers and partners. Oveview • The Head of Engineering is responsible for providing the direction, oversight, and coordination of all functions and activities of the Asset Management function, including Engineering, Plant Operations, Compliance, Operational Contract Management, Lifecycle Replacement and Minor Works. • The Head of Engineering will assume overall responsibility for the safe and efficient functioning, maintenance and operation of all buildings, equipment, machinery, systems, and services. • The Head of Engineering will direct, plan, coordinate, and is administratively and professionally responsible for the proper installation, operation and maintenance of all building assets, systems and services, to ensure the provision of uninterrupted light, heat, cooling, power, water, life safety and monitoring systems and all other systems and services required to support the university’s core business. • Will work closely with the development and project teams on engineering briefs and standards for development projects. • Is responsible for the performance management of external contracts relating to engineering and estates functions, and building and developing an effective supply chain of responsive and innovative suppliers who are able to provide cost effective specialist services. • Is responsible for the development of agreed technical standards that will be applied across the estate, to ensure that all staff and contractors know what is required of them in terms of maintenance, and design & construction contractors understand what has to be delivered in a project especially to facilitate ongoing maintenance. • Provides leadership, direction and senior professional advice in the event of any major incidents that have an engineering and/or estates dimension to the cause and/ or resolution, even to the extent of taking control should the impact be of a serious nature, and if requested. Role profile The Head of Engineering has oversight of, and is accountable for: • Creation of, and operating to, both OPEX and work package CAPEX budgets working closely with the Capital projects teams. • Functional and Pastoral management of all staff within the Asset Management team. • Performance and development of all staff within the Asset Management team. • Creation and execution of short, medium and long term tactical and strategic asset and infrastructure investment plans. • Ongoing economic and efficient management and operation of the university’s building assets, infrastructure, systems, and services.

• Development and delivery of a comprehensive, efficient, effective, and compliant asset management plan (AMP) and the associated planned, preventative and remedial maintenance programs. • Development and delivery of energy management, and asset energy efficiency programmes to reduce the university’s impact on the environment. • Statutory and regulatory compliance of all of the university’s building assets, infrastructure, systems and services including the administration of all associated processes, procedures, permits, and records. • Asset and services Business Continuity / Disaster Recovery processes, procedures, and preparedness. • Operational management of all specialist maintenance and engineering service partners. • Accuracy and comprehensiveness of asset and asset condition data within the university’s computer aided facilities management (CAFM) system; Planon. • Efficient operation of the university’s building systems and plant to minimise the university’s impact on the environment. • Develop long term strategies both for preventative maintenance and asset protection, capital and project programmes and the back-log programme and overseeing execution of these plans. The Head of Engineering will be required to: • Plan the maintenance and improvement of owned and leased facilities, assets and equipment. • Provide strategic leadership and vision, specifically for the Asset Management Team, and the wider Estates and Facilities team as a whole. • Develop specifications and act as champion for maintenance and engineering services contacts and lifecycle, infrastructure and minor works projects. • Negotiate service contract variations and Lifecycle, Infrastructure and Minor works project contracts. • Manage co-ordination and collaboration activities concerning technical development and maintenance/project works scheduling. • Customer relationship management of both internal and external stakeholders and development and implementation of customer engagement and customer experience management and mitigation policies and procedures. • Establish and manage budgets and productivity targets, control expenditure within the limitations of the OPEX and work package CAPEX budgets. • Ensure maintenance of physical structures, HVAC, mechanical, electrical systems, utility systems, and services are in operational and safe working condition at all time. • Ensure and demonstrate compliance with all regulatory, statutory and health and safety requirements. • Plan and deliver effective organisation and behavioural change, specifically within the Asset Management team and the wider Estates and Facilities team as a whole. • Work in partnership with the Estates and Facilities Capital Projects team to provide coordination and direction in the design, review, and specifications of building assets and services within construction, renovation and refurbishment projects, and provide oversight as needed for contractors and construction/project managers. • Work in partnership with the Estates and Facilities Capital Projects team and key internal and external stakeholders to ensure statutory, regulatory, and H&S compliance, efficiency, continuity, and quality of service to staff, students and visitors to the College, and delivery of a world leading customer experience. • Work in partnership with the Estates and Facilities Capital Projects team to ensure that the operational handover and commissioning of new builds, acquisitions and disposals are handled in an efficient and economic manner. • Act as the university’s representative for asset, engineering and infrastructure management.

• Develop detailed forward planning for all engineering assets & infrastructure. • Provide written evaluations and reports for use in governance meetings, and the relevant university boards. Communications & Networking • Maintain external networks and awareness of opportunities that support the university’s strategic plan. • Maintain excellent working relationships with the university’s Finance Directorate, especially in relation to long term business and life cycle planning. Decision Making • Formulate and coordinate the university’s asset management plan. • Manage and provide any other estates or facilities management functions that are required for the efficient operation of the estates & facilities directorate. Sensory / Physical Demands & Work Environment • As a senior manager, fulfil Health & Safety responsibilities by adherence to the requirements of the University’s Health & Safety Policy and Health & Safety Management Plans. • To ensure all College and statutory requirements for a safe environment and working practices are met by our partners and contractors with regards space planning. • To ensure the safety of others in the workplace by adapting work practices as required based on policy and incident lessons learnt. Service Delivery • Evolve and further develop reactive and PPM service delivery. • Monitor and manage suppliers’ performance in line with contractual agreements. • Monitor, manage and report on accurate college wide space usage. • Facilitate the use of the University’s CAFM system to support asset management. Analysis & Research • Contribute to business planning of initiatives, new and changed programmes and engineering needs. Team Work, Teaching & Learning Support • Provide specialist guidance and support and act as a mentor to others with regards to asset and infrastructure matters. • Give advice, guidance and feedback to staff members using own professional knowledge. • Comply with the University’s Policies, Plans and Procedures. • Support direct staff and third party contractors with work programs by facilitating the scheduling of work and monitoring performance. Pastoral Care • Undertake staff development needs including regular performance development reviews. • Undertake the delivery of training as required. • Be responsible for any direct reporting staff welfare issues.
