La ex Cárcel de Punta Arenas, declarada monumento histórico, y la Dirección de Gendarmería, serán intervenidos para acoger la nueva biblioteca y archivo municipal de la región, que hoy no cuenta con estos servicios.
The former Prison of Punta Arenas –declared historical monument– and the Prison Service Directorate will be transformed to host the new library and municipal archives, services which the region lacks today.
PRIMER LUGAR / FIRST PLACE
Pese a su gran riqueza cultural, social e histórica, Punta Arenas no cuenta con archivo ni biblioteca pública. Eso definió la convocatoria de la Dirección de Arquitectura del MOP, por encargo de la Dibam, a fin de habilitar ambos servicios en los inmuebles del monumento nacional ex Cárcel y de la Dirección de Gendarmería de la ciudad, ambos ubicados en el centro histórico y próximos a la Plaza Muñoz Gamero por la calle Waldo Seguel. El proyecto busca generar una biblioteca regional como lugar de desarrollo de la comunidad de Magallanes, con espacios culturales y patrimoniales para ser puestos a disposición de la ciudadanía con acceso a la información, reflexión y educación, siendo un espacio de encuentro de la diversidad regional. De igual manera se pretende contar con un archivo que permita acceder a documentación del patrimonio e historia de la región, hoy en su mayoría dispersa. Según el llamado, la intervención podía considerar la restauración de la edificación existente, la demolición de elementos no originales y zonas blandas o de transición, como también la ampliación hacia calle Chiloé y la restitución de algunos volúmenes, utilizando una arquitectura contemporánea y respetuosa con el patrimonio. Integraron el jurado el director regional de Arquitectura en Magallanes, Jorge Cortés (en representación del ministro de Obras Públicas); la directora nacional de Arquitectura, Claudia Silva; representantes de la Dibam y del Colegio de Arquitectos, además del arquitecto Emilio de la Cerda representando a los concursantes. Participaron 65 propuestas. Despite its cultural, social and historical wealth, Punta Arenas does not have a public library and archives. This encouraged the Architecture Department of the Ministry of Public Works to call for tenders –as instructed by the Library, Archive and Museum Directorate, Dibam– to implement both services in the buildings of the former Prison national monument and the Prison Service Directorate of the city, both located in the historic center and near Muñoz Gamero Square off Waldo Seguel street. The project seeks to create a regional library as a place for the development of the Magellan community, with cultural and heritage spaces to be made available to the public with access to information, research and education, and becoming a meeting point for regional diversity. The project also involves the creation of an archive to allow access to regional heritage and historical documents, now mostly dispersed. According to the task book, the intervention could consider restoration of the existing building, the demolition of non-original elements and soft or transition areas, as well as the expansion towards Chiloé Street and the reconstruction of some volumes, using a contemporary and heritage-friendly architecture. The jury was composed by the Magallanes regional director of Architecture, Jorge Cortés (representing the Minister of Public Works); the national director of Architecture, Claudia Silva; representatives from Dibam and the Association of Architects, in addition to architect Emilio de la Cerda representing the contestants. Sixty five proposals were received.
