El proyecto establece una premisa ligada a las construcciones existentes y ciertas estrategias de diseño: - Preexistencias: se parte de la comprensión y conciencia sobre la intervención de los edificios históricos y sus atributos estéticos y urbanos. Se propone recuperar los edificios estableciendo operaciones de continuidad y consolidación de elementos arquitectónicos, mediante la limpieza de ampliaciones posteriores en el tiempo y la lectura de volúmenes independientes enlazados por vacíos que se consideran como patios de contemplación y como receptores de luz natural para los espacios interiores (recurso altamente valorado debido a la ubicación geográfica de Punta Arenas), posibilitando una discreta visualización de lo existente y su recuperación en el contexto contemporáneo. Al mismo tiempo, se considera relevante conservar la estructura, el reforzamiento de los ejes de acceso, organización y fachadas de los edificios de la Dirección Regional de Gendarmería y el volumen que enfrenta a la calle de la antigua penitenciaría. El interior del volumen de la cárcel se propone como el corazón de la Biblioteca Regional y su tratamiento interior se comprende agregando el valor del paso del tiempo asociado a la materia, asumiendo la ruina como un ente vivo y manteniendo las huellas del pasado. The project determines a basic premise related to the existing buildings and certain design strategies: - Existing buildings: The starting point is the comprehension and awareness regarding the intervention of historic buildings and their aesthetic and urban attributes. The proposal restores the buildings establishing operations of continuity and consolidation of architectural elements. The first operation is the clearing of later expansions to ensure the perception as separate volumes linked by empty courtyards, which serve as contemplation spaces and natural light sources for the interiors (a highly valued resource due to the geographical location of Punta Arenas). This enables discreet perception of existing buildings and their recovery in a contemporary context. At the same time, it is important to preserve the structure, the enhancement of the entrance axis, organization and facades of the buildings of the Regional Prison Directorate and the volume opposite the street of the old penitentiary. The interior space of the prison volume is re imagined as the heart of the Regional Library and its treatment incorporates the effect of time on the materials, integrating the ruin as a living entity and keeping traces of the past.
