El Edificio Bicentenario resultó de un concurso de anteproyectos organizado por la Universidad de Talca, destinado a un centro de extensión cultural con el aula magna universitaria y un área para la exhibición de obras de la escultora chilena Lily Garafulic. The Bicentennial Building was the result of a schematic design competition organized by the University of Talca, destined for a cultural extension center with the university auditorium and an area for the display of works of Chilean sculptor Lily Garafulic.

Ubicado en el antiguo lote de la biblioteca del campus de la universidad talquina, destruida con el terremoto de 2010, el edificio se proyectó en un terreno circunscrito por edificios pre existentes, a los que en gran medida debe su forma triangular. Dentro del plan maestro del campus el volumen ocupa un lugar protagónico y central. Located in the old plot of the campus library of the university in Talca destroyed by the 2010 earthquake, the building was designed on a site circumscribed by existing buildings, which largely define its triangular shape. Within the campus master plan the volume occupies a prominent and central location.
