Se le reconoce su cuidada integración a todos los frentes de la plaza, tanto como la clara y sobria expresión material. Su zócalo pétreo en el primer piso y la repetición de un sistema estructural seriado en el segundo que configuran un elemento arquitectónico que articula usos y actos, le otorgan carácter institucional a su presencia. Se valora lo completo de la entrega y el riguroso planteamiento funcional del anteproyecto. El edificio se encuentra concebido como dos alas conectadas por una barra que pasa por la cara trasera del antiguo edificio. The jury noted its careful integration with all the sides of the square as well as the clear and sober material expression. Its stone plinth on the first floor and the repetition of a serial structural system in the second floor, form an architectural element that articulates uses and functions giving institutional character to its presence. The comprehensive submission and the rigorous functional approach of the project was appreciated. The building is conceived as two wings connected by a bar that crosses behind the old building.
