Enfatiza la definición de acciones estructurantes que permitan resolver adecuadamente, a nivel local y metropolitano, las demandas de transporte y uso presentes, de manera de habilitar realmente el área de proyecto para ser intervenida con mayores grados de libertad en sus otros componentes: paisaje, espacio público, patrimonio, entorno construido, etc. The proposal rises from the perception and understanding of the unique complexity of the site. It emphasizes the definition of structuring actions that adequately resolve the current demands of transport and use at the local and metropolitan level, so to actually enable the project area to be operated with greater freedom in its other dimensions: landscape, public space, heritage, built environment, etc.

EXPLANADA DE LOS MERCADOS MARKETPLACES ESPLANADE Alrededor de 20 propuestas participaron en el concurso convocado por la Asociación de Municipalidades Mapocho-La Chimba, integrada por Independencia, Recoleta y Santiago, para intervenir una superficie cercana a las 20 ha en ambas riberas del Mapocho. Around 20 proposals participated in the competition organized by the Mapocho-La Chimba Association of Municipalities, composed of Independencia, Recoleta and Santiago, to intervene an area of 20 ha on both banks of the Mapocho River. El proyecto de la Explanada de los Mercados, que comparten estos tres municipios, se compone de espacios públicos y accesos a avenidas confluyentes cuyos límites aproximados son: al sur calle Ismael Valdés Vergara; al poniente Teatinos-Maruri; al norte calle Artesanos y extensiones de Av. Independencia, La Paz y Recoleta hasta calle Dávila Baeza; y al oriente, Av. Recoleta-Mac Iver. Este espacio incluye un tramo de más de 400 m del río Mapocho y sus puentes, como también los espacios públicos que bordean edificios al norte y sur del río. El concurso se desarrolló en dos etapas. En la primera se seleccionaron dos equipos finalistas los cuales afinaron sus propuestas para la instancia final, fallada en marzo. Integraron el jurado los alcaldes de las tres comunas, representantes de la sociedad civil y de distintos ministerios, y por los arquitectos Juan Sabbagh, Humberto Eliash y el reciente premio de urbanismo francés, Frederic Bonnet. The project for the Marketplaces Esplanade, shared by these three municipalities, consists of public spaces and entrances to merging avenues whose approximate boundaries are: Ismael Valdés Vergara street to the south; Teatinos-Maruri to the west; Artesanos and the extensions of Independencia, La Paz and Recoleta to Dávila Baeza street on the north; and to the east, Recoleta and Mac Iver. This space includes a stretch of over 400 m of the Mapocho river and its bridges, as well as the public spaces bordering buildings north and south of the river. The competition was developed in two stages. In the first, two teams were selected to refine their proposals for the final instance settled in March. The members of the jury were the mayors of the three municipalities, representatives of civil society and various ministries, and architects Juan Sabbagh, Humberto Eliash and Frederic Bonnet, the latest recipient of the French urbanism award.
