Programme Manager

To assist the Director with Minor, Capital and Estates develop- ments projects across the Uni- versity, to include the manage- ment and utilisation of space. To assist with strategic plan- ning including development and implementation of the Estates Strategy and its integration into the framework of Vision 2028 for the organisation. To develop and maintain pro- gramme & project management procedures for capital delivery. With commercial oversight and direct purchasing and to liaise closely with UEL Financial Ser- vices on these issues. To oversee the input of Capi- tal Projects to the Management Accounts to ensure underlying controls and procedures are be- ing adhered, and that reports are produced within defined dead- lines including the liaison with other budget holders across the institution. Produce quality reports and oversee the production of ten- der documentation for the en- gagement of consultants and contractors in accordance with procedures (e.g., RIBA workplan), levels of delegated authority and financial control/audit require- ments. To assist in the development and use to full potential all available information technology and give committed support to agreed office systems and increase the efficiency of the operational pro- cess and end product. Supervise external consultants, project teams and contractors for a number of projects. Participate in post project and
occupancy reviews as required. Ensure delivery site and hando- ver meetings, recording all nec- essary information and corre- spondence. Obtain all necessary approvals, both within UEL and all necessary statutory/other ap- provals, to ensure continuous de- velopment of estate projects. Act on behalf of the Director ei- ther as directed or in their ab- sence about Minor and Capital Projects within delegated author- ity limits. Attend committee/sub committee/working party/de- partmental/office meetings as required. Assist the Director with the mon- itoring of the estates perfor- mance through the collection, collation and analysis of primary and secondary data related to the estate, including the buildings and grounds for all campuses. Ensuring the data maintained is up-to-date to enable key per- formance indicators to be mon- itored. This will necessary in- volve preparation of papers for meetings and the preparation of information to support business cases for estates developments and projects. To manage staff in the Projects and Estates Development Team including their performance, mentoring and personal devel- opment. Assist the Director in develop- ing and maintaining the Team’s policies and procedures and up- dating on a minimum six monthly basis the CAD drawings of the UEL estate including landscaped areas and the buildings. Undertake such other duties at a comparable level of responsibil-
ity that may be allocated by the Director. Promote effective communica- tion and teamwork through reg- ular team meetings/briefings and through positive engagement with stakeholders. Ensure that all staff understand the Estates and Facilities Management Directo- rate, and the University’s objec- tives and their own role in achiev- ing them. To work in accordance with our equality and diversity policies. To work in a safe and healthy manner at all times ensuring stat- utory and University health and safety requirements are com- plied with at all times. Manage projects in accordance with statutory health and safety requirements and in particular construction, design and mainte- nance (CDM) regulations.

The PED team is a diverse customer focused team dealing with the project li- fecycle of project management for numerous developments, new-build and refurbish- ment projects across the university estate. The Department consists of; 1 x Director, 2 x Programme Managers, 3 Project Managers, 3 x Assistant Project Managers, 1 x Space Planner, 1 x Assistant Project Manager (Space). PED is also supported by other Delivery Partners in the University such as; Health & Safety, Facilities, Maintenance, Procurement, Finance and Sustainability.

To manage & oversee on behalf of the Director, funding bids and end-to-end project management of numerous development, new- build and refurbishment projects. To provide strategic information necessary for delivering UEL’s Vision 2028 the Connected Campus and the Estate Strategy approved by the board of Governors.
