Capital Improvement Plan (CIP) Budget Processes

The City of Newton Capital Improvement Plan (CIP) is typically presented to the City Council in September along with the City’s financial forecast, which includes the debt service to support capital improvement projects. The School Department works closely with the city to update the CIP each year and the CIP will continue to be refined between October and April when a final CIP five-year funding schedule is approved with the city budget. The CIP document is dynamic and is typically updated semi-annually, in September-October and then again with a Supplemental CIP update in April of each year. After each update, the five-year CIP and financial forecast documents are posted on the Capital Improvement Plan webpage of the City website. Finally, approved projects for the upcoming fiscal year are then docketed so that funding can be appropriated on a timeline that aligns with project schedules. NPS Building Projects

FY26 continues to be a period of significant progress on major school building projects and other facility improvements across the district. The City’s leadership in upgrading facilities is unprecedented and appreciated by the district. The renovation and addition project for the Lincoln-Eliot School at 150 Jackson Road began construction in fall 2023 and will be completed in summer 2025, in time for students to start the new school year in their new home the following September. Lincoln-Eliot’s current home at 191 Pearl Street will then be used as swing space for Horace Mann during the 2025-2026 school year. The passage of the March 14, 2023, Special Election ballot questions #2 and #3 allowed Newton to also proceed with the Countryside and Franklin Elementary School building projects. Design of the Countryside School project was completed in fall 2024 and the project was put out to bid in December 2024. Bids were received in February 2025 and the construction contract has been awarded. Construction began in spring 2025 on the site adjacent to the existing school. The new building is anticipated to be completed in December 2026, with students moving into the new school in January 2027. Demolition of the old school and site work will be completed in summer 2027. This project is being carried out in partnership with the Massachusetts School Building Authority (MSBA), which will provide more than $20 Million (approximately 30%) in state funding reimbursement for all eligible project costs. The Franklin Elementary School project is currently in the Construction Document phase, the final phase of design. The project is anticipated to begin construction in September 2025, with students anticipated to move into the new building early in 2027 and demolition of the existing building and all site work completed by September 2027. In June 2023, following the unsuccessful outcome of the operating override vote in March, the Newton Retirement Board voted to adjust their funding program to free up funds for the Horace Mann School renovation and addition project. The project was restarted in July 2023 and was put out to bid in February 2025. The contract has now been awarded and construction commenced in spring 2025.
