Revenue Offsets
Some revenues received by NPS for fee-based programs, such as Early Morning Drop-off Program, Student Parking Passes at Newton South High School, or Use of School Buildings, are then used to offset parts of the budget that have direct costs associated with the revenue- generating program. A fund that allows a community to raise revenues from a specific service and use those revenues without appropriation to support the service. A program that allows a parent to enroll his or her child in a school district that is not the child's home district. Every year the school committee in each school district decides whether it will accept new enrollments under this program and, if so, in what grades. Social and emotional learning (SEL) involves the processes through which children and adults acquire and effectively apply the knowledge, attitudes, and skills necessary to understand and manage emotions, set and achieve positive goals, feel and show empathy for others, establish and maintain positive relationships, and make responsible decisions. A "rainy day" fund into which the end-of-year surplus is deposited up until the limit of 15 percent of budgeted revenues is reached Part of a salary schedule agreed upon in Collective Bargaining Agreements. See Step Advancement Teachers usually advance a step annually, contingent on completing a specified number of days worked and receiving a performance rating of "Meets Expectations". Additional salary provided for things such as specific certifications, supervising after school activities, providing mentoring services to other staff members, or participating in additional activities as negotiated in the district Collective Bargaining Agreement The amount by which cash, accounts receivable, and other assets exceed liabilities and reserves. The Newton Public Schools anticipates a certain amount of savings (approximately between $2.6M and $2.9M) due to staff turnover. This can be a result of an experienced teacher who is near or at the top of the pay scale retiring and being replaced with a new teacher who is lower on the pay scale. Turnover savings may also be generated due to delayed hiring for hard-to-fill positions.
