Operating Budget
The plan of proposed expenditures for personnel, supplies, and other expenses for the coming fiscal year.
One-Time Expenses
An expenditure by an agency that would not normally be expected to recur in the next year, e.g., an expenditure for the installation of a computer network. NPS uses an account structure that includes first an Object Code and then an Organization Code. When encumbering and spending expenses, the Organization Code describes the department, academic program, and building location receiving the good or service. Many public employees earn benefits over their years of service that they do not receive until after their government employment ends. While pensions are the most common of these, other postemployment benefits generally include combinations of health, dental, vision, and life insurances. These are provided to eligible retirees and sometime to their beneficiaries, and as a group, are referred to as OPEB. An approach to education where the focus is on clearly defined learning outcomes – what students should know and be able to do at the end of a learning experience. It shifts the emphasis from what is taught to what students actually learn and achieve. OBE is characterized by its student-centered approach, where learning is tailored to individual needs and goals, and it emphasizes practical and experiential learning. A vote by a community at an election to permanently increase the levy limit. An override vote may increase the levy limit no higher than the levy ceiling. The override question on the election ballot must state a purpose for the override and the dollar amount. A retirement plan whereby persons leaving service in the educational system because of age, disability, or length of service receive payments.
