General Fund revenue is allocated to the school department from the City of Newton and is comprised of three funding sources: property taxes, local revenues, and intergovernmental funds (state and federal aid). These intergovernmental funds almost exclusively consist of Chapter 70 funding. The sum total of the General Fund’s allocation is initially proposed by the Mayor of Newton as an unallocated, grand total bottom-line figure. That figure is then reviewed and allocated to various departments by the Superintendent of Newton Public Schools to be used for staffing and educational programmatic funding. The Superintendent may request funding changes, dependent on projected staffing and programmatic needs. Once the Superintendent has
