Minimum Background Requirements: 25 CFR 556.4(a)(1-14)
Federal regulations establish comprehensive minimum background investigation requirements for all key employees and primary management officials. These 14 requirements ensure thorough vetting of individuals in positions of trust and authority within gaming operations. Tribal Gaming Agencies must complete all required investigations and maintain detailed documentation.
1 Biographical Information Full legal name, including all aliases; date and place of birth; social security number; citizenship status; current and former addresses for the past ten years

3 Gaming License History Review of all prior gaming licenses held, denials, suspensions, or revocations in any jurisdiction. Verification of current license status in other locations 6 Business Associations Review of all business associations, partnerships, and financial interests that could present conflicts of interest or integrity concerns
Criminal History Complete criminal history check including FBI fingerprint analysis, state and local criminal records, and tribal court records where applicable

Credit History Credit report review to assess financial responsibility and identify potential vulnerabilities to corruption or theft
Employment History Verification of employment for the past ten years, including positions held, dates of employment, reasons for leaving, and supervisor references
