BOARD & PANELS 2017 - 2018

Board As codified in 43 U.S.C. 1474d, the North Pacific Research Board is composed of 20 members. Five of these were designated by Congress as voting members and comprise what is now referred to as the executive committee; the other 15 members were made available for consultation. In practice, however, NPRB has created a dual-voting structure, so that actions require majority vote from both the executive committee and the remaining membership. The Board’s primary responsibility is to recommend to the U.S. Secretary of Commerce marine research to be funded by a portion of the interest from the Environmental Improvement and Restoration Fund (EIRF). In 2017 and 2018, the Board continued its Core RFP, Long-term Monitoring (LTM) and Graduate Student Research Award (GSRA) Programs and reviewed the preliminary results of the first two Arctic IERP field seasons. In Fall 2018, the Board adopted the 2018 Science Plan, an effort led by the Science Director and a committee of board and panel members, with input from an External Review Committee. The Board also committed initial funding for the synthesis phase of the Arctic IERP, supported a Gulf of Alaska IERP synthesis, and established a separate Outreach RFP tied to the Core RFP. As part of the Board’s ongoing strategic planning work, it approved moving from a fixed deadline for the Core Program RFP to a rolling no-deadline submissions beginning with the 2019 RFP. The Alaska Marine Science Symposium continued to receive funding support and logistical coordination from the Board, with addi- tional contributions to some fifteen independent marine science conferences (page 47). Science Panel and Advisory Panels NPRB is advised by two standing panels, a Science Panel and an Advisory Panel. The Science Panel has 17 members selected by the Board from different organizations and scientific disciplines. They are charged with providing technical and scientific advice so that the board solicits and recommends the highest quality and most pertinent research for funding. The Advisory Panel is composed of 13 members selected by the Board, comprising one at-large member and each of the remainder representing one of the three large marine ecosystems within NPRB’s sphere of interest: Gulf of Alaska, Bering Sea/Aleutian Islands, and the Arctic (Chukchi/Beaufort Seas). They provide meaningful stakeholder involvement and perspectives as community members and representatives of various resource user groups (e.g., commercial fishing, subsistence use, and oil and gas). In 2017 and 2018, both panels met twice annually to help construct the Core and Outreach RFPs, to revise the 2018 Science Plan, and to provide recommendations for funding specific projects for the Core, LTM, GSRA, and Outreach Programs. They also provided input for the Board’s decision to proceed with rolling no-deadline submissions for the Core RFP.
