15. If we’re not the first contractor they called and we see a risk in using them we may want to create a strategy which would cause them to increase their number or pull their bid from the street. 16. Ask them what generals they have given their number to or who else they are intending to call. 17. In the case of MBE/WBE requirements, ask the subs what percentage of participation they have, who specifically are the MBE/WBE subs by name and what the exact amount is. We have to fill out a schedule “D”. The information must be completely accurate. 18. When scoping subs, highlight plug numbers and bubble them so we can see at glance the potential risk. 19. Supplement scope sheets as necessary based on quotes received from subs. 20. Communicate with your fellow team members about scope issues pertaining to notes/details you may see on drawings etc. that you know they may not be focusing on. This will help to eliminate potential scope holes. 21. Review the potential risks associated with the project and opportunities with the lead estimator and department head. 22. Look for opportunities to make the market numbers higher through RFI’s and interaction with the subcontracting community. If we think something will be required but it isn’t shown, then use the RFI process to level the playing field or as an opportunity to influence the market. 23. Verify the number of addendums issued and posted on the internet. 24. Make sure all scopes contain the appropriate addendums. 25. Make sure all scope sheets and estimators have been informed of alternate pricing you are expecting them to obtain. Set up the alternate sheets in bid day accordingly. 26. Call your subs to see if you can get a copy of their scopes. In addition, see if they can give you a rough order of magnitude cost. 27. A formal project scope review meeting is to be held with all of the people assigned to the bid effort a minimum of one (1) week prior to the bid date. Scope sheets should have been sent out to the subcontracting community earlier so the subs are pricing the project the way we want them to bid it. After the bid review is completed amend the scope accordingly and reissue them to the subcontractors with any modifications italicized or bolded so they can see what the changes are. The agenda for the scope review meeting is as follows; A. Leaf through the drawings and addendums one last time looking for opportunities, confusing items, risks, concerns, insuring scope is properly assigned etc. B. Each estimator is to review their trades discussing the highlights, grey areas and walk the rest of the team through their scopes of work. Include items you added to your scopes to increase the market or street number. Make sure those items are clearly highlighted in case others have to scope subs for you. C. Review the list of subs who are bidding the respective trade being reviewed. D. Identify which of the subs you are closely working with. E. Identify who the MBE/WBE subcontractors are and the rough order of magnitude cost. This information will be used to develop the MBE/WBE matrix.
