Estimating Bid Strategies to Be Used The purpose of this document is to confirm the strategies to be used in winning the project and to insure the market leader and estimating team have an understanding of the approach to be used.

INSTRUCTIONS; Place an “X” next to the corresponding item to be implemented..

1. ___Need every number on the street. Go thorough spec book and call vendors to see what subs are bidding the project. 2. ___Submit RFI’s asking the questions that our competitors will leave out otherwise. Have the Department head review the RFI’s before they go out. Try to level the playing field from a cost perspective by asking RFI questions. In addition, use the RFI process to have your competitors add scope increasing their cost for items that are not really needed. Use this as an opportunity to create a question in your competitions mind. 3. ___Manipulate the sub market. Keep low prices off the street, keep proprietary suppliers on your team so their pricing is higher on the street, drive other subs with low numbers higher, etc. 4. ___Perform our own independent estimate based on quantity take off’s using unit prices to know where trade items and project costs should come in at. If the trade item is higher, we know where to focus our efforts. 5. ___Take risks by using low unknown subs. (but keep those subs off the street) 6. ___Ensure/establish a good relationship with owner or architect. 7. ___Select the right subs to bid the project keeping in mind the subs size, expertise in type of project, geographical location, etc. (spend more time to identify the best subs to bid the work. The ITB will be a useful tool along with referring to the list of subcontractors that have recently bid to us and have been low) 8. ___Make sure the person reviewing the estimate is up to speed on the project. 9. ___Formulate a strategy for each project (type of subs, look for logistic advantages, opportunities to manipulate sub market/competitors, ways of building project faster, and amount of fee to put on it, phasing opportunities etc.) 10. ___Identify and know who your competitors typically use for subs, identify who at the competitors is leading their bid, identify all the competitors, determine which competitors are really bidding, determine the current work load of the competitors. 11. ___When preparing the bidders list, look at the low sub list from recent bids that will be stored on the J: drive.
