Partners' Update - Issue 1 November 2025

In consultation with our communities and colleagues, we're pleased to launch our new plan for the future.

Manchester by 2030 as part of our new Five-Year Plan. 70% of these homes in the new programme will be for social rent and 30% for shared ownership. We’ll also develop homes for outright sale and will launch our new Development Strategy in the new year.

We’re bidding via GMCA to the Government’s Warm Homes: Social Housing Fund (Wave 3) to improve the energy efficiency of 1500 homes so all our homes reach an EPC Band C before 2030. We’re surveying homes to identify investment needed

Manchester, Trafford, Salford and Cheshire East (41 shared ownership, 74 affordable rent and 10 social rent)

and plan to start a two-year programme of works in 2026.

By March 2026, we'll have surveyed the condition of all our homes to assess investment needs over 30 years, with a focus on the next five years. We've completed 70% of surveys so far which have found that our homes are in a good condition. This data will help us plan for other improvements to kitchens, bathrooms, heating, increasing the energy efficiency of our homes and more investment in boundary fencing.

Future development plans We're planning more affordable homes at several Manchester sites, including Levenshulme Cricket Club, Chorlton Precinct and at Ryebank in Chorlton which will provide homes for over 55s and people with autism. Housing need Our annual turnover of homes

remains low at under 200. Housing need across the city remains very high with over 11,500 households in need (priority bands 1-3). Demand for our homes also remains very high with an average of 900 bids on every three-bed home that became available last year.

We support tenants with the cost of living, debt, welfare benefits and returning to work or training.

Our Youth Elevate programme provides one-to-one coaching and three-month work placements for 16 to 24- year-olds in Manchester, funded by GMCA.

This year we also launched and fund Southway Academy - a four-week programme to help residents gain valuable skills and experience by working alongside teams across our departments. Since April 2025, we have: Helped tenants claim almost £1.1m in unclaimed benefits. £410,000 of this was financial gains for tenants aged 65+ Opened 378 cases to help tenants claim benefits, maximise entitlements and access advocacy services Helped 70 tenants with employment support (CV writing, job applications, interview coaching and job seeking) Celebrated 30 people getting back into work – 11 tenants and 19 wider residents. Secured 20 young people work placements in departments across Southway Seen 8 residents complete Southway Academy with one securing a permanent position at M&S and two applying for roles within Southway Handed out £1770+ in energy vouchers and £660+ in cash vouchers to tenants £3000 from our Orange Blossom Fund provided families with supermarket vouchers through the summer holidays. An additional £1,500 funded essential household items like white goods and beds.

Food clubs: We have six weekly Quids-In Clubs across South Manchester with a current membership of 273 residents including non-Southway tenants. Residents pay an annual membership and a weekly fee and receive around £20 worth of food. We partner with charity Fareshare to stock the food clubs.

We recently welcomed Katie White OBE MP to our award-winning Green Flag site at Barlow Hall in Chorlton. The visit highlighted the importance of community involvement in protecting the environment in the week the Government published its climate change plans.

Over the next five years, we’ll invest at least £5m in our communities to help people to live well and independently.

Our Beautiful South Fund is open for community projects to bid for a share of up to £25,000 each year. Recently funded projects include gardening sessions at Westcroft Community Centre, armchair yoga at Withington Library, monthly nature-themed arts and wellbeing activities at Burnage Library. Tenants help judge applications every two months.

Cosy Mondays: These popular weekly events are a chance for residents to pop in for a

chat and pick up preloved items,

toiletries, clothing and new rugs thanks to a partnership with Flair Rugs. We’ve given away 1000 rugs to residents so far.

Estate walkabouts and housing surgeries: We visit our estates with partners regularly to keep on top of any issues. We also hold housing surgeries in Burnage, Chorlton and Withington.

Customer Voice We’ve launched a new Customer Voice Strategy to improve how customers influence our services and have increased the number of ways customers can get involved with new incentives. In response to our recent Regulatory inspection, we’re also getting better at making sure customer feedback is influencing key decisions at Board & Committee level. Repairs consultation: We’re making some changes to our Repairs Policy and will be consulting tenants on this soon.

BOOST Organisational Change Programme: We’re leading on a project with 19 Greater Manchester Housing Providers to challenge and address under-representation of ethnically diverse colleagues at a leadership level to help serve our communities better.

The BOOST programme brings together mentees and mentors from housing associations to encourage effective conversations around race and break down barriers to recruitment and progression to help ethnically diverse leaders thrive.

It is a partnership with Manchester Metropolitan and Aston universities and funded by Innovate UK. 66 people have completed the programme so far and it is looking for funding opportunities beyond year three in August 2026.

Board member farewell: Cllr Gavin White retires from our Board leaving a lasting impact on Southway’s Development Strategies, old and new. Since joining the Board in 2018, Gavin has supported our commitment to increasing the supply of affordable homes in South Manchester and helped Southway and its communities through the Covid pandemic.

Recently, he helped to recruit our new Chief Executive and shape our new Five-Year Plan. We thank Gavin for his contribution and wish him all the best for the future. We’re pleased to welcome Cllr Dave Rawson as Gavin’s replacement. Cllr Azra Ali also now sits on our People and Places committee.

Inspection update In June, we received the outcome of our inspection by the Regulator of Social Housing. It is our first assessment under the new Consumer Standards, resulting in a C2 grading alongside V2 and G2 compliant grades for Financial Viability and Governance respectively. We’ve been making changes over the past 12 months which we’re confident are already starting to positively impact customers.
