The update includes a version for businesses based in England, Scotland and Wales, and a separate version for businesses based in Northern Ireland.
Businesses that only trade in the EU and are registered with HMRC for VAT purposes will receive a copy of the letter through the post in the coming days.
The letter asks these businesses to take three actions now: •
register for a UK Economic Operator Registration and Identification (EORI) number • decide whether they will use a customs agent to make import and/or export declarations or will make the declarations themselves using specialist software • contact the organisation that moves their goods (for example, a haulage firm) to find out if they will need to supply additional information to complete safety and security declarations, or whether they will need to submit these declarations themselves.
The letter also directs businesses to GOV.UK where businesses can find further information to help them get ready.
You can read guidance on how to prepare if the UK leaves the EU with no deal.
Businesses can keep up-to-date with these changes by registering for HMRC’s EU Exit update service.
HMRC will write to these businesses again to let them know what further actions they will need to take and when.
HMRC has also opened the grant scheme to help support training and IT improvements for customs intermediaries and traders that complete customs declarations. Further information on these grants, including details of how these businesses can apply, is available on GOV.UK.

EU Exit - Cross Government Partnership Pack - 3rd Edition 4 January 2018
With just over three months until the UK’s planned exit from the EU, the cross government partnership pack has been updated in preparation for every eventuality, including a no deal scenario.
Delivering the deal negotiated with the EU remains the Government’s top priority. This has not changed, however it has reached the point where it needs to accelerate and intensify these preparations.
As a reminder, the primary audience is businesses that currently only trade with the EU who will have to carry out a number of processes that they have not had to before. This builds on the previous version of the pack, published in November.
This partnership pack includes information from, and directs people to, five online guides, which provide the information on the steps UK businesses trading with EU need to take now in order to plan for a no deal scenario:
• Guide 1 - Get a UK EORI number to trade within the EU • Guide 2 - Exporting and importing goods if the UK leaves the EU with no deal • Guide 3 - Declaring your goods at customs if the UK leaves the EU with no deal • Guide 4 - Customs procedures if the UK leaves the EU with no deal • Guide 5 - Moving goods to and from the EU through roll on roll off locations including Eurotunnel.
