The Financial Secretary to the Treasury, Jesse Norman, has confirmed that, following the Budget on 11 March, the Finance Bill will be published on 19 March.

Welsh government’s final budget for 2020 -21 approved 5 March 2020

The final Welsh budget, initially presented in draft back in December 2019, has been approved by Welsh Assembly Members.

There have been only minor amendments to the draft budget, and the Welsh Rates of Income Tax (WRIT) have been confirmed. A debate was held, and as a result of this, the Welsh Rate Resolution was made, which means that the Welsh Rates of Income Tax for 2020-21 are as follows:

• The proposed Welsh rate for the basic rate of income tax is 10p • The proposed Welsh rate for the higher rate of income tax is 10p • The proposed Welsh rate for the additional rate of income tax is 10p

43 Assembly Members voted in favour of the Welsh Rate Resolution, with six abstentions and one vote against it. The BBC reported on the day at Senedd, and confirmed that there is no difference in income tax that is payable for Welsh taxpayers, in comparison with the rest of the UK.

The budget in its entirety was approved with 27 voting for it, one abstention and 22 votes against.

BEIS consult on Carer’s leave 18 March 2020

The Department for Business, Energy & Industrial Strategy has launched a consultation on Carer’s Leave that proposes to provide unpaid carers with a new right to a week of leave.

The Consultation on Carer’s Leave seeks views on a proposal to give employees a week of unpaid leave each year to provide care. It is hoped that stakeholder responses will help BEIS to understand:

How carers use existing employment rights Who should be eligible to take the leave

• • •

What the leave can be taken for

• How the leave would be available to take and the process for taking the leave • The costs and benefits to employers and employees

Eligibility to take Carer’s Leave should be based on facts that should be clear to the employee and their employer in each case, to avoid confusion or disagreements.
