Counties puzzle over police contract report

word at the end is that a regional policing contract may end up costing more for both the counties and its member municipalities than the existing state of affairs. “While it is surprising that a county-based contract is more expensive than individual contracts,” stated the summary brief, “the explanations provided by the OPP seem reasonable.” A regional policing contract would cost the UCPR about $1.3 million more than the current situation where the eight member municipalities are responsible for contract- ing with the OPP. The report noted several factors that would contribute to the in-

creased cost, including an increase in the number of civilian support staff members needed for a regional police service. Another factor is that right now Cassel- man, Russell Township and The Nation mu- nicipality each have OPP service contracts based on a funding formula that dates back to 2003. But switching over to a regional police force would mean giving up that for- mula which worked in their favour for the current cost-charge formula which would add more than $400,000 to the cost of po- licing their part of Prescott-Russell. A third factor is that four municipalities in Prescott-Russell enjoy a discount rate

for their police service use (PSU) provided a provincial formula for communities which do not have a fixed policing contract. A re- gional policing setup would mean losing that discount which amounts to close to $400,000 in total. The PSU discount, the 2003 funding for- mula saving, and the projected increase due to extra civilian staff needed all add up to the $1.3 million extra that the UCPR would have to collect from all of its member municipalities to pay for a regional policing contract. UCPR CAO Stéphane Parisien also noted in the summary report that even though a regional police contract would mean in- dividual budget savings for several towns and villages in Prescott-Russell, those mu- nicipalities would still be responsible for collecting the counties’ share of the annual property tax and would also have to explain to their local taxpayers why they are still paying more taxes because of the policing contract. %((ŏ+'(* ,+(%!ŏ* ŏü.!)!*ŏ !+)!ŏ.++)%!/ĕ ROCKLAND | Clarence-Rockland council may be looking at a one-stop shop solu- tion for both the OPP station and the fire hall in Rockland. Inspector Pietro DiRinaldo, commanding officer for Russell County’s OPP, is agreeable to the idea. “The City of Clarence-Rockland needs more police officers,” Insp. DiRinaldo said during a phone interview. “We need a new building.” Both expansion of the existing fire hall in the town of Rockland and building a newer, better police station for the local OPP de- tachment have been drawing board at city hall for several years. Now council and administration are look- ing into a possible single solution to both problems with one new building designed as a combined fire hall and police station. Insp. DiRinaldo noted that the munici- pality has to find a solution that it can af- ford and if combining the fire hall with the police station is the best option for the city then he supports it. “Absolutely,”he said.“All options are open. That works for me. We just need a new building.” The inspector said the best option would also be for the municipality to own the building but he has no objection to a pri- vate-sector owner as part of the project.
