Karen DuBois-Walton Named President and CEO of The Community Foundation for Greater New Haven, CT Leader of Elm City Communities/Housing Authority of New Haven Chosen to Succeed Will Ginsberg on Nov. 2 New Haven, Conn. (Sept. 17, 2024) – The Community Foundation for Greater New Haven has named Dr. Karen DuBois- Walton as the next president and chief executive officer of the region’s community endowment and largest grant maker to local nonprofits. DuBois-Walton, most recently the president Elm City Communities/Housing Authority of New Haven, succeeds Will Ginsberg, who is stepping down after 24 years, on Nov. 2. “I am thrilled to be taking on this leadership role at The Community Foundation for Greater New Haven and for the opportunity to work with the team and in this community with so many committed volunteers and donors to build a stronger, more connected and more equitable Greater New Haven Region," DuBois-Walton said. "My vision for the future is one where we work together to create a more equitable and inclusive Greater New Haven — a region where every resident in all 20 towns has the chance to thrive, regardless of their background or zip code. This is the work I have committed to in my personal and professional career and it is what I am most excited to continue at The Foundation. This work requires bold and collaborative solutions and my work is known for that."

“Karen has the unique combination of leadership ability, experience and deep connection to and passion for the Greater New Haven community that put her at the top of a very talented candidate pool,” said Fernando Muñiz, chair of the search committee and vice chair of The Foundation’s Board of Directors. “I thank my fellow committee members for their time, expertise and wisdom in completing this important work and we all look forward to The Foundation’s next chapter with Karen as our new leader.” In addition to Muñiz, other search committee members included Nunez-Smith, current Board members Greg Pepe and Valarie Shultz Wilson, and former Board Chair Khalilah Brown-Dean. “Karen is a great member of our community and a longtime inspirational community leader. She is a perfect fit for The Community Foundation because she knows our community, she understands our community and she loves our community. The Foundation’s Board could not have made a better choice,” said Ginsberg. Dr. DuBois-Walton holds advanced degrees in clinical psychology and is the immediate past chair of the CT State Board of Education. She previously served as chief of staff and chief administrative officer for Mayor John DeStefano, Jr. in New Haven. . Dr. DuBois-Walton brings two decades of leadership experience in government and public sectors. For the past 16 years, she has been president of Elm City Communities/Housing Authority of the City of New Haven (HANH), which serves more than 6,000 families and 14,000 individuals and includes the Glendower Group, LLC (the development affiliate of HANH) and 360 Management Group, Inc. (the property management affiliate). Leading the $800 million umbrella organization, she has spearheaded initiatives to address systemic inequities in housing and community development, education and economic access and opportunity “Karen is an extraordinary leader of high integrity. She has a longstanding commitment to Greater New Haven and possesses the experience and vision needed for bringing together all stakeholders to create a more equitable and inclusive community.” said The Foundation Board Chair Marcella Nunez-Smith. “As we welcome Karen, we also extend our immense gratitude to Will for his leadership and overseeing the incredible growth of The Foundation during his tenure.” The search process for a new president and CEO began following Ginsberg’s announcement in the fall of 2023 that he would retire in November 2024. He has served at The Foundation’s helm since 2000. The Community Foundation Board of Directors chose Dr. DuBois-Walton following a rigorous national search conducted by a committee of current and former board members in partnership with Koya Partners, a search firm that specializes in placing CEOs in mission-driven roles. Beyond her professional endeavors, Dr. DuBois-Walton is actively engaged in community building, advocacy and civic leadership. She serves as chair of the Board of the Melville Charitable Trust, overseeing a $130 M asset base and directing program and mission-related investments toward addressing the root causes of the crisis of homelessness. She earned her bachelor’s degree from Yale University, and master’s degree and Ph.D. from Boston University. She resides in New Haven with her family. ### About The Community Foundation for Greater New Haven

Description The 2024 election is the perfect time to discuss the career of civil rights hero and congressman John Lewis, who helped bring about the Voting Rights Act and then fought for voting rights his whole career. David Greenberg is a professor of History and of Journalism and Media Studies at Rutgers University. His latest book is a biography of Congressman John Lewis, forthcoming from Simon & Schuster in October. A Guggenheim Foundation, NEH, and Cullman Center fellow, he is the author or editor of several books on American history and politics including Nixon's Shadow: The History of an Image (2003) and Republic of Spin: An Inside History of the American Presidency (2016). Formerly acting editor of The New Republic and columnist for Slate, he now writes regularly for Politico, Liberties, and many other scholarly and popular publications. He holds a PhD in history from Columbia University and a BA from Yale and lives with his family in Manhattan.

The 2024 election is the perfect time to discuss the career of civil rights hero and congressman John Lewis, who helped bring about the Voting Rights Act and then fought for voting rights his whole career. Scholar and author David Greenberg will present “John Lewis and the Politics of Voting,” at the New Haven Museum on Thursday, October 24, 2024, at 6 p.m., preceded by a reception at 5:30 p.m. Register for this free event here: https://qrco.de/bfGI9t Greenberg will base his presentation on his newly released biography, “John Lewis: A Life.” Greenberg notes that Lewis’s commitment to voting and voting rights is as timely as ever. Born into poverty in rural Alabama, Lewis would become second only to Martin Luther King, Jr. in his contributions to the Civil Rights Movement. He was a Freedom Rider who helped to integrate bus stations in the South, a leader of the Nashville sit-in movement, the youngest speaker at the 1963 March on Washington, and the chairman of the Student Nonviolent Coordinating Committee, which he made into one of the major civil rights organizations. He may be best remembered as the victim of a vicious beating by Alabama state troopers at the foot of the Edmund Pettus Bridge in Selma, Alabama, where he nearly died. Greenberg will trace Lewis’s life through the post-Civil Rights years when he headed the Voter Education Project, which enrolled millions of African American voters across the South. The book reveals the little-known story of his political ascent first locally in Atlanta, and then as a member of Congress. Tapped to be a part of the Democratic leadership in Congress, he earned respect on both sides of the aisle for the sacrifices he had made on behalf of nonviolent integration in the South and came to be known as the “conscience of the Congress.” With new details about Lewis’ personal and professional relationships, Greenberg’s presentation will offer an appreciation of the life and career and commitments of a man whose heroism during the Civil Rights Movement helped to bring America a new birth of freedom.

Q HOUSE CENTENNIAL 1924-2024

The original Dixwell Community House was built in 1924 at 98 Dixwell Avenue, on land donated by the neighboring Dixwell Congregational Church with financial assistance from prominent New Haven residents to serve local youth and to be a base for neighborhood groups, charities, and other civic organizations. Locally known as the Q House, it offered music, drama and art classes, sponsored trips, and organized sports. The Q House also helped parents, especially single mothers, raise their children and instill good values. A new building, designed by local architects Edward Cherry and Herbert Newman, opened in 1971 as part of the Model City movement. Many of the Q House alumni are a “Who’s Who” of New Haven African Americans, including judges, lawyers, athletes, writers, and politicians. After closing its doors in 2003, the plans are to replace this building with a modern multi-use facility. Text source courtesy Greater New Haven African American Historical Society.

The Office of the Treasurer is led by State Treasurer Erick Russell, the only Black elected state treasurer in the country.

$608.2 Million

Volatility Transfer into State Pension Funds

Connecticut Treasurer Erick Russell announced on Tuesday that $608.2 million in excess revenues generated through the state’s volatility cap have been deposited into the pension funds for retired teachers and state workers following the certification of Fiscal Year 2024 data. At the Treasurer’s direction, $335.0 million has been deposited into the State Employees Retirement System (SERS) and $273.2 million has been deposited into the Teachers Retirement System (TRS). “These funds will be used to pay down debt and grow assets in the pension funds,” said Treasurer Russell. “Connecticut has taken huge steps to overcome the legacy of pension debt and financial mismanagement inherited by current taxpayers. This marks the fifth consecutive fiscal year that excess contributions have been made into funds in addition to the required annual payments. My office will immediately begin investing these funds with the intention of maximizing performance and building on our recent investment success. Strengthening the pension funds benefits all taxpayers by decreasing debt, lowering annual expenses, and upholding our obligations to retired public servants.” The deposits were divided between the two funds proportionally according to outstanding unfunded liability, resulting approximately in a 55%-45% split. The rationale and deposit amounts were communicated to labor leaders, as well as rank-and-file union members, via letter from Treasurer Russell last week. Later this year, another transfer will occur when the Fiscal Year 2024 operating surplus is certified. At that time, an estimated $327.6 million will also be deposited using the same proportional formula.

Budgetary controls implemented in 2017, known as the fiscal guardrails, capture excess revenues in particularly volatile categories and automatically deposit them into the state’s Budget Reserve Fund (commonly referred to as the “Rainy Day Fund”). That fund has currently reached its legal cap, which was recently raised to 18% of net General Fund appropriations, triggering a provision that directs the remainder of the volatility transfers be used to pay down debt, including in the pension funds. Any budget surplus certified at the close of the fiscal year also gets deposited following the same process. Additional contributions have been made into the state’s pension funds in each of the past five fiscal years, totaling over $8.5 billion:

$61.6 million in Fiscal Year 2020; $1.6 billion in Fiscal Year 2021; $4.1 billion in Fiscal Year 2022; $1.8 billion in Fiscal Year 2023;

An estimated $935.7 million in Fiscal Year 2024. Earlier this month, Treasurer Russell announced that the state’s pension funds added $6.7 billion in assets in Fiscal Year 2024 due to additional contributions in the prior year and an 11.5% investment performance. Updated funded ratios for SERS and TRS will be included in new actuarial valuations published this winter.

Numisma Bank received its innovation bank charter from the Connecticut Department of Banking earlier this year. The charter provides customized regulatory solutions to financial technology companies looking to grow in a competitive marketplace. It is ideal for companies with diverse business models that are engaged in a variety of financial activities and seek to integrate a banking function but whose business plan does not include taking retail deposits from individuals. The charter provides a responsible, streamlined, and flexible regulatory approach allowing companies to operate across the U.S. It also provides a beneficial exemption to money services laws in many other states, reducing regulatory burden. Numisma Bank is the first Connecticut state-chartered innovation bank to receive a Fed master account, which grants them access to the Federal Reserve System. Governor Lamont Welcomes Numisma Bank to Connecticut as Fintech Company Opens World Headquarters in Greenwich Governor Ned Lamont and Connecticut Banking Commissioner Jorge Perez today are welcoming Numisma Bank, a fintech global currency distributor, to Connecticut as the company is celebrating the grand opening of its world headquarters in Greenwich. “Fintech innovators realize that Connecticut offers a competitive landscape for their companies to grow and thrive in our state,” Governor Lamont said. “I am excited to welcome Numisma Bank to Connecticut’s business community. This launch represents another step forward for Connecticut as a leader in financial services, showcasing the state’s ability to foster a supportive business environment that attracts cutting- edge companies like Numisma Bank.” “I would like to welcome our newest Connecticut state-chartered bank,” Commissioner Perez said. “Connecticut’s innovations bank charter provides the necessary regulatory framework and guardrails while allowing the flexibility for companies to innovate in the fintech space. We wish Numisma success in its new home.” “I’d like to thank Governor Lamont and Banking Commissioner Jorge Perez for their support,” Vivek Tyagi, CEO and co-founder of Numisma Bank, said. “The decision to charter the bank in Connecticut was influenced by the state’s business-friendly climate and access to a deep talent pool. The Connecticut Department of Banking has been a key partner in supporting Numisma Bank’s vision. We share its commitment to providing essential services in the global banking industry and are happy the department remains dedicated to offering comprehensive regulatory oversight while fostering an environment where innovative financial services can thrive.”

“I am happy to welcome Numisma Bank as part of Greenwich’s thriving business community,” First Selectman Fred Camillo said. “Greenwich, along with the rest of southwestern Connecticut, is fast becoming a hub for financial innovation and we look forward to having Numisma as a partner in our community. We stand ready to assist companies looking to make Greenwich their home.” “Numisma Bank’s choice to establish its global operations in Connecticut is further proof of our state’s exceptional value proposition for financial technology innovators,” Daniel O’Keefe, commissioner of the Connecticut Department of Economic and Community Development, said. “We possess a winning combination of skilled workforce, a supportive business environment, and an innovative culture that attracts market disruptors, leading to new job opportunities and economic growth.” The Connecticut Innovation Bank Charter and our direct access to the Federal Reserve System reflect the trust placed in Connecticut’s regulatory system and authority and in us,” Matthew Hurlock, chief administrative officer and co-founder of Numisma Bank, said. “We are committed to upholding that trust through rigorous compliance and operational excellence.” Numisma Bank focuses exclusively on the distribution of U.S. dollar and foreign currency banknotes, a critical service that ensures the flow of physical currency for central banks and international financial institutions. In recent years, many traditional U.S. banks have exited this complex, low-margin business due to increased regulatory demands as well as an overall decline in cash usage. Numisma is positioned to fill this gap by providing essential services to both the Federal Reserve and global monetary systems, ensuring resilience in these key markets. Numisma Bank is the only U.S. bank dedicated exclusively to this niche service. The company’s cutting-edge, fully cloud-based financial infrastructure is designed to support the purchase and sale of physical banknotes on an international scale. With no retail customers or involvement in loans or investments, Numisma Bank focuses solely on delivering efficient and secure transactions for central banks and financial institutions globally. Numisma Bank’s leadership team includes former senior executives from top global financial institutions such as Goldman Sachs, Morgan Stanley, and White & Case.
