4.2.3 Law and order The Ottoman Empire maintained order through both its legal system and military power. Ottoman courts combined Islamic law (sharia) with the Sultan’s own laws ( kanun ). Judges called cadis heard cases in courts that were open to all subjects — Muslim and non-Muslim alike.
