DeSoto City Lights March, 2018 A Publication of the City of DeSoto Community Relations Department DeSoto’s Municipal Court Clerk Receives Prestigious Level III Certiϔication DeSoto’s Court Administrator, Jeremy Leonard, recently completed all of the  requirements for Level III of the Municipal Court Clerk CerƟficaƟon Program.  He was  awarded the Ɵtle of CerƟfied Municipal Court Clerk  by the Texas Court Clerks  AssociaƟon (TCCA) in conjuncƟon with the Texas Municipal Courts EducaƟon Center  (TMCEC), the Texas Municipal Courts AssociaƟon (TMCA), and Texas State University –  San Marcos.  Jeremy has served in the DeSoto Municipal Court since October 2013.   Prior to DeSoto, Jeremy had the privilege to serve eleven years in the Municipal Courts  of Venus, Burleson, and Fort Worth.    To qualify for the Ɵtle of CerƟfied Municipal Court Clerk, clerks must complete the  requirements for Level 1, Level II, and Level III.  These requirements include compleƟng  40 hours of conƟnuing educaƟon and passing a four‐hour exam at each level.  

AddiƟonally, to complete Level III, clerks must also aƩend a 24‐hour Assessment Clinic, complete forty hours of  court observaƟon, submit a journal of those observaƟons, and aƩend a 12‐hour court administrator seminar.   The Level III exam quesƟons are taken from sixteen books, covering the following topics:  diversity  management, total quality management, facilitaƟon skills, performance appraisals, hiring and supervising  procedures, office management, records and caseflow management, budgeƟng and financial management,  cost analysis, court collecƟons, 

leadership, organizaƟonal effecƟveness,  communicaƟon, implemenƟng change,  and managing human resources.  “By achieving his Level III cerƟficaƟon,  Jeremy has joined a very small, elite  group of professional court clerks,” said  DeSoto Municipal Court Judge ScoƩ  Kurth. “His conƟnuing commitment to  excellence has enabled the DeSoto  Municipal Court to use cuƫng‐edge  technology through iniƟaƟves like video  court dockets that provide our ciƟzens  with simple and convenient access to the  court system.”
