Nuclear disposal project worries mayor Desjardins
GREGG CHAMBERLAIN gregg.chamberlain@eap.on.ca
A storage plan in the works at the Chalk River nuclear facility has the mayor of Clarence-Rocklandworried about possible radioactive leakage into the Ottawa River. Mayor Guy Desjardins raised the issue during the Jan. 11 committee of the whole session of the United Counties of Prescott- Russell (UCPR). «I think it’s alarming,» Desjardins told his fellow mayors. «They’re in an earthquake zone. They’re beside the Ottawa River.» Desjardins noted that a national media interview with an official at the facility in- cluded a comment that any potential leakage from the storage facility proposed would be «minor». «I don’t think that is an attitude our federal government should support,» said Desjardins. The Chalk River nuclear facility, built upstream the Ottawa River from the City of Ottawa and other municipalities, is one of the oldest in Canada, built more than three decades ago for the processing of medical- grade nuclear materials under the direction of the Atomic Energy Commission (AEC). Canadian National Laboratories (CNL) has since taken over ownership and manage- ment of the facility and proposes to build a near-surface disposal facility (NSDF) for containment and storage of nuclear waste from Canadian nuclear operations. River is one of two sites that the CNL is con- sidering for the storage facility. The CNL proposal calls for a nuclear waste
warehouse with the capacity of onemillion cubicmetres. Desjardins expressed concern that the CNL proposal may not be limited to storing Canadian nuclear waste but could also include material from other locations that may have lower processing standards than Canada. UCPR Warden Gary Barton agreed with Desjardins’concern. «It’s one thing for them to store our (waste) material there,» he said. «But it’s
another matter to bring in someone else’s.» UCPR Administrator Stéphane Parisien noted that one concern any such proposal must address is transport of waste material to the Chalk River site and the risk of ac- cidental spills. He and his staff will collect more infor- mation on the matter for a later report to counties council and a decision on how to proceed further on the issue.
