What Prop 421 does Prop 421 is a simple ballot measure that would renew terms of the existing franchise agreement between Tucson Electric Power and the City of Tucson. The agreement gives TEP permission to safely and efficiently use public rights-of-way to operate, maintain and repair the electric system that serves customers throughout Tucson. Why it matters A franchise agreement helps TEP and the city coordinate electric work in a practical, predictable way. Without it, routine maintenance and emergency repairs would require one-by-one city approvals. This would add time and cost to efforts that support reliable service and reduce outages. What voting yes means • The same efficient service and speedy outage restoration. • No change to electric rates or city fees. • Additional investments in local infrastructure and sustainability projects, at no cost to customers.
New public benefits If Prop 421 is approved, TEP will make annual donations to the city starting at $2 million and increasing 2% each year under a companion Energy Collaboration Agreement. These funds will support projects including shade trees, energy efficiency upgrades for low-income households, and other local infrastructure and clean energy improvements. These donations will come from TEP’s corporate resources and will not be recovered through customers’ rates.
