This is in regard to the potential purchase of an undeveloped 52.28 acre parcel owned by CWU in north Ellensburg, ID 936233. I have had previous contact and discussion with head of facilities Bill Yarwood, head of contracts Stuart Thompson, and CFO Joel Klucking, among others, about real estate and future plans of the university and am accustom of procedures and protocol with transaction such as this. There are also zoning and use factors involved with this piece including it partially being in zone six of the airport overlay zone, and the entirety being an unincorporated island and in need of annexation into city limits for private development with other potential conditions that can be passed with knowledge of city code. I have also been involved with an affiliate LLC in the purchase and planned development of a 58 acre parcel near the location of the piece in consideration with similar zoning circumstances. I feel it is an appropriate time to start discussion on this parcel as current city growth creates feasibility of its purchase in addition to a value being assessed in a recent appraisal done by the university. To advance discussion in a timely fashion, the offer is within financial feasibility for the buyer as well as giving the seller a 3% premium to the value their assessment came in at. Attached is a formal offer for the purchase with specifics and conditions, with a physical copy being delivered to Mr. Kluckings office on campus.
