Civil Marriage or Civil Partnership

A civil marriage or civil partnership is a non-religious, legal ceremony or formation that takes place in a register office or a licenced venue (a building that has been granted a licence for civil marriages/partnerships). Opposite sex or same sex couples can choose to have a marriage or a civil partnership. What is the difference? Civil Marriage is a verbal contract. You will repeat legal declarations in front of your registrar and witnesses. Civil Partnership is a written contract. You will read a legal declaration before signing your civil partnership schedule. A civil partnership does not legally involve a ceremony but your registrar will be happy to conduct one for you if you so wish. Couples of marriages and civil partnerships in the UK are treated equally in a wide range of legal matters. Marriages tend to be recognised internationally. Civil partnerships are recognised in many countries, but if you are travelling abroad you should seek advice about what rights you might have under the law of another country. For information on conversions please visit GOV.UK. Religious ceremony For a religious marriage you will need to contact the priest, minister, or other religious representative to check they hold the relevant licence and to obtain agreement for

your ceremony to take place in their place of worship.

For marriages in the Church of England, your legal preliminaries, banns, will be called during the three months before your ceremony. Speak with your church for further information. For marriages in churches of other denominations, the church will advise you if they have an authorised person to register your marriage or whether you will need to book a registrar. You will also need to contact your local Registration Service to arrange for notice of marriage to be given by each party. Further details on serving your notice of marriage can be found on page 12 of this booklet. The law makes a clear distinction between a religious and a civil ceremony. This means that you may not hold a religious ceremony on premises authorised for civil ceremonies and you may not hold a civil ceremony in a place of worship. Marrying abroad Always check with the authorities in the country in which you wish to be married for their requirements. You may need a ‘certificate of no impediment’ which will require giving notice at your local register office (further details on serving your notice of marriage can be found on page 12 of this booklet). BCP Civic Centre and Poole Guildhall offer a choice of five different ceremony rooms, varying in size and styles, providing the perfect setting for your special day. We also have over 35 licenced Venues across Bournemouth, Christchurch and Poole. For a full comprehensive list of all our venues please see page 10. Further information can also be found at the back of this brochure. Religious ceremonies are booked through your priest, minister or other religious representative who will advise you whether you need to contact a register office as part of the procedure. BCP Ceremony Rooms The Bournemouth Ceremony Rooms are located in the grand and prominent Town Hall in the heart of Bournemouth. This Grade II-listed Victorian building is part of BCP Civic Centre. Featuring classic French, Italianate and Neoclassic architecture, it provides a prestigious backdrop for civil ceremonies, with beautiful stained-glass windows, sweeping staircases, high ceilings and ornate decoration. Originally built in 1885 as the Mont Dore Hotel, it has also served as a military hospital during the First World War before becoming the Town Hall in 1921. Whether you’re looking for a small intimate ceremony for a few chosen friends and family, or a much bigger celebration, you can make the grandeur and history of this special building part of your big day.

We also have WiFi so that ceremonies can be streamed to a live audience or recorded for those who could not attend. The Laurels Recently refurbished, this delightful room is located at the front of the main building and is bright and airy with a view out to the gardens. You can invite up to 12 guests to join you for a small and intimate ceremony here. Ceremonies are available Monday to Friday at various times, and on Saturday mornings. We will guide you through a simple ceremony so you can relax and enjoy the moment. The Willows This beautifully redecorated room features high ceilings, ornate décor, silk floral displays and magnificent chandeliers. Up to 50 guests can join you for your ceremony and enjoy its timeless elegance. Ceremonies are available every day except Sunday and Bank Holidays at various times. Couples can choose to tailor their ceremony by having a reading or by writing special promises to say to each other after their marriage vows.

The Council Chamber

Guildhall Ceremony Room, Emine Weddings

The Council Chamber This elegant, oak-panelled room provides a grand backdrop for those looking to have a larger celebration for up to 120 guests. There is a gallery area upstairs and curved seating downstairs, so there is plenty of space and vantage points for your guests to enjoy your ceremony. Chamber ceremonies are held on Saturdays, Sundays and Bank Holidays; times can be discussed when booking. Ceremonies can be tailored, where appropriate, to accommodate your personal touches, which you can talk to us about when you book. Bournemouth Register Office Also housed in the Civic Centre building is the BCP Council Register Office, which offers the basic statutory ceremonies for the district. These ceremonies are for the couple and two witnesses only and take place at half- hourly intervals on Wednesday mornings. Poole Guildhall A fine example of Georgian architecture, the Grade II listed Guildhall in Poole reflects the success and affluence of the Newfoundland traders and merchants at the time it was built in the 18 th century. With its Tuscan-style porticos and balustrading, and feature twin curved steps at the front of the building, there are plenty of photo opportunities to feature this historic venue as the backdrop for your special day. Located in Poole Old Town near the Quay, you can be immersed in the history of the area. With archaeological finds dating back into pre-history, the town emerged to become an important medieval trading port. Everything from oysters to wine have changed hands here. Also famous for the exploits of pirates such as Harry Paye, Poole has taverns aplenty for your pre-ceremony gathering or post-ceremony celebrations, and the sights, sounds and wildlife of Europe’s largest natural harbour are just round the corner. Having had an eclectic past as a council chamber and market, a church, a war-time canteen and even an art college and museum, the Guildhall reopened its doors in 2007 after extensive renovations to become the home of Poole’s Register Office and ceremony room.

Guildhall Ceremony Room This stunning room reflects the grandeur of the building’s past as a Georgian council chamber and court. A bright and airy space for your ceremony, it has tall sash windows, high ceilings and beautiful chandeliers, and retains original features such as the distinctive balconies, ornate fireplace and decorative staging. The room can accommodate up to 120 guests for your ceremony but there are also options for smaller, more intimate ceremonies for up to 12 guests. This means there is plenty of choice according to your budget and requirements. Ceremonies are held Monday to Saturday at various times throughout the day, and also on Sundays once a month, depending on the size of ceremony you’re looking for. Although housed in a listed building, the Guildhall has a lift for ease of access and a hearing loop. There is a Bluetooth sound system to play music of your choice via phone or tablet if you wish, or we can provide music on CD by request. Live music would also be very welcome. Ceremonies at our licenced venues can be tailored to your needs and include personal vows and readings. You can liaise with your registrar if you want to include something a little different, such as lighting a candle or a sand ceremony. Please see our comprehensive list of all our licenced venues with contact information. It is essential you visit your chosen venue as they as they will hold

your booking provisionally whilst you check your registrar’s availability with BCP Registration Service. Once your registrar is booked, you can then confirm and secure your booking with your venue. Further details of our licenced venues can be found at the back of this brochure.

The legal requirements It is a legal requirement for all couples to serve their notice of marriage/ civil partnership in person in the registration district they reside. You can attend your appointment together, but you will each have to serve a separate notice. If you live in different districts, then you must give notice in your own district, unless you are subject to immigration control. The minimum legal requirement to give notice of marriage/civil partnership is 28 days. The marriage or civil partnership schedule can be issued on the 29 th day after giving notice and is valid for 12 months; however, if you are subject to immigration control the waiting period may be extended to 70 days. You may serve notice up to one year in advance of your ceremony/partnership. We advise couples to try and serve at least three months ahead of their ceremony/partnership.

For your appointment you will need to provide original documents to prove your name, nationality, age, address, marital/partnership status.

There is a statutory fee payable, £42 or £57, depending on your immigration status.

• Full name • Nationality • Age • Status if previously married or have been in a civil partnership • Evidence of any change of name You will find a full list of acceptable documents on our website, or a member of our team can advise you which documents are required depending on your own personal circumstance. Please be aware the original documents are always required, photocopies are not acceptable. Foreign Nationals If you are an EU citizen and have Settled or Pre-Settled status, you will need to apply for a Share Code from GOV.UK . If you have Pre-settled status and your application was made after 30/06/2021, or you do not hold the relevant visa for the purpose of marriage in this country then you will be subject to the immigration referral scheme and referred to the Home Office. Your ceremony

When you book a BCP ceremony, you will be able to manage your booking online: i.e. book an appointment to serve your notice of marriage/civil partnership, pay your balance, and you will also receive a planner for you to complete and return. (Planners and balance payments are not included for a basic register office ceremony.) If you choose not to manage your own booking you will be able to do all of these things with guidance from our helpful Ceremonies and Registration Team. Your planner will ensure that your ceremony is personal to you and from here, your registrar will be able to tailor your ceremony and make it uniquely yours. Personalising Your Ceremony Here are some things for you to consider. • Are you going to be walked down the aisle and follow tradition by being given away by someone close and special to you? • Would you like to make a personal promise to each other? We can give you some suggestions or you might want to write your own. • Think about music. Choose pieces to walk down the aisle to, for when you are signing your legal paperwork and to walk out to at the close of the ceremony. You may even have some live music that you wish to incorporate during the ceremony, the choice is yours! • Readings are a wonderful way to involve friends and family. Readings must be non-religious and plenty of inspiration can be found online, just google non-religious wedding/civil partnership readings. • Are you going to be exchanging rings? We have a selection of ring vows but you might like to write your own. Would you like a ring bearer? There are plenty of things to think about and of course you may wish to have a simple legal ceremony with no fuss which is fine. Remember this is your day. You get to plan the perfect day, your way! On The Day

Arrival and meeting your registrar.

Traditionally the groom or partner one, arrives first with his best man to check all is well, greet the guests and await the bride/partner. It is a legal requirement for the registrars to check the details on the marriage/civil partnership schedule with you individually before the ceremony starts. This is to ensure that all of your personal details are correct for the registration of your marriage/civil partnership. This also gives you an opportunity to have a brief run through of the ceremony and ask any last minute questions. After the registrar has checked details with the groom/partner, and the guests have been shown to the ceremony room, your registrars will then wait for the bride/partner in a separate area. You will not be required to bring any documentation with you. If you have different requirements and wish to arrive together or wish to discuss anything further then please let us know. It is very important that you and your guests arrive in plenty of time as your registrar may have other ceremonies to attend to on the same day. If you are late for your ceremony, we may not be able to proceed as planned so to avoid any

You are required by law to provide two witnesses. Witnesses can be anyone; a relative, a friend or a member of the public. The only requirement is that they speak and understand English and have capacity to understand the nature of the ceremony and at the end they will be asked to come forward and sign the marriage/civil partnership schedule. Please note that BCP Registration Service cannot supply witnesses. Guests BCP Ceremony Rooms Each of our ceremony rooms are licenced for a particular number of guests, this number includes your witnesses, however you may have a standing photographer and children under two years will not be counted. These numbers cannot be exceeded as they are laid down according to fire regulations and risk assessments. No extra guests will be allowed into the ceremony room.

Licenced Venues If you have chosen a licenced venue then please confirm with them the number of guests you are allowed. Parking Parking varies according to where you have chosen to have your ceremony. If you are having your ceremony in a BCP Ceremony Room you will be advised of parking with your booking confirmation pack. If your ceremony is with one our licenced venues, then please discuss with them what is available to ensure there are no stresses on the day. Photographs and videos Your guests are welcome to take photos and videos if you are happy for them to do so. You are also welcome to have a professional photographer/videographer. If you wish to stream your ceremony to guests unable to attend, just let your registrar know on the day. Translators It is essential that you both fully understand the content and the full legal implications of your marriage/civil partnership ceremony. If there are any language difficulties, you must provide a translator who will sign a declaration to confirm that they have translated all

content for you. They do not need to be a qualified or approved translator, but you are responsible for ensuring they are suitable. Neither party to the marriage/civil partnership can act as the translator for each other during the ceremony. The translator will be required to sign the schedule as one of the witnesses. The Ceremony Saying ‘I do’ and repeating your legal declarations and vows to your registrar in front of friends and family can be daunting for some, but your registrars will be on hand to help you every step of the way and will guide and prompt you throughout, so relax and enjoy your day! Certificates The ceremony fee includes 1 marriage certificate. You will not receive this on the day, it will be posted to your home address following the ceremony. Please allow ten working days for receipt. If you require additional certificates, these can be ordered online following your ceremony at bcpcouncil.gov.uk.

Emine Weddings

What is the difference between a BCP Registrar Celebrant and an Independent Celebrant. A Registrar Celebrant is a local government officer, trained to officiate at marriage/civil partnership ceremonies and registered with the General Register Office. They are the only people that can perform a legal civil ceremony, register and produce your marriage/civil partnership certificate. They can help you plan and personalise your ceremony, with your own choice of vows, readings, music, everything that goes towards creating a ceremony that is unique to you. An ‘independent celebrant’, may officiate at non-legally binding ceremonies such as funerals and renewal of vows or celebration of marriage ceremonies in venues that have not been licenced for marriages and civil partnerships. Please be aware that any venue that holds a licence for marriage and civil/partnerships, if hosting a ‘wedding’ ceremony with an ‘independent celebrant’, will be obliged to display a sign to inform guests that the ceremony taking place is not a legal one. Guests must not be misled into thinking that the ceremony is being officiated by an employee of BCP Council and BCP Council cannot be held responsible for

the content or conduct of the ceremony or celebrant. When can I book my ceremony? We advise you book your ceremony well in advance to secure the time and date you want. Bookings will require a non-refundable deposit at the time of booking (full fee payable for register office ceremonies). Can I change the name on my passport before my ceremony? Providing you have served notice, and it is within three months of your ceremony, you can change your name on your passport before the ceremony. For more information visit GOV.UK. What if we need to reschedule or cancel our ceremony? You are allowed to make one change to your booking free of charge, any further changes will incur a £25 administration fee. If you need to cancel your ceremony, T&Cs apply. Providing notification is given in the required time we can refund any balances paid. Deposits are non- refundable, however they are transferable so should your circumstances change and you wish to rebook, as long as the venue

remains in the BCP area and within the time frame laid out in the T&Cs, we can transfer your deposit to your new booking. May our guests throw confetti? Confetti is not permitted inside any of our ceremony rooms, however, you are welcome to use BIO-DEGRADABLE confetti outside the Civic Centre and Guildhall after the ceremony only. Confetti cannons/poppers are not permitted. If you are having a ceremony in one of our licenced venues we advise you check with them before your ceremony. Do I receive my certificate on the day? The ceremony fee includes one marriage certificate. You will not receive this on the day, it will be posted to your home address following the ceremony. Please allow ten working days for receipt. If you require additional certificates, these can be ordered online following your ceremony at bcpcouncil.gov.uk. Alternatively, you can call Customer Services on 01202 123 777. What happens if I notice an error on my marriage certificate? It is most important that you check your schedule carefully before you sign. We can correct any mistakes before you sign but if you notice a mistake on your certificate after the ceremony you will need to be referred to the General Register Office and a statutory fee of £99 payable. Do I need to register my child’s birth after I am married/civil partnered? If you are jointly the natural parents of any children born prior to your marriage/civil partnership you will need to re-register their birth. Planning ahead – Checklist After your proposal • Tell friends and family you are engaged! • Set a budget. • Decide on your date. • Make a wedding file. Keep a checklist so you can cross things off as you go. Put all information/contracts/receipts together so you don’t lose any vital information. • Research ceremony and reception venues. Pencil in a date with your chosen venue. • Contact BCP Registration Service to book and pay deposit for your ceremony room or the registrar if choosing a licenced venue. • Confirm booking with licenced venue (if applicable). • Organise wedding insurance. 9-12 months before… • Decide on your style of wedding. • Think about your guest list to get an idea of numbers. • Choose your caterers (if necessary). • Visit wedding fayres to meet suppliers. (Please see comprehensive list at the back of this brochure.) • Research and choose your photographer. • Book your florist, discuss ideas, themes and colour schemes. • Send out ‘save the date’ cards. • Decide on music, book if necessary. • Start looking for an outfit!

Citizenship ceremonies Citizenship ceremonies are the final

You will be welcomed to the ceremony by the Superintendent Registrar and will then be asked to swear or affirm an Oath of Allegiance to His Majesty the King and pledge loyalty to the United Kingdom depending on personal wishes and religious beliefs. Each citizen is presented with a Certificate of Naturalisation and a welcome pack from the Home Office which includes information on applying for a British passport. Refreshments are served and there are opportunities to take photos to provide a memento of the occasion. There are two types of ceremonies to choose from:

Private ceremony. These can take place at either BCP Civic Centre or Poole Guildhall. Ceremonies can be arranged for a date and time to suit, and at short notice if you need to complete your citizenship journey quickly. As part of your private ceremony, you will be able to invite family and friends who have supported you throughout the process. There is an additional fee for this service. Group ceremonies. These take place monthly at either venue, for which there is no charge. Here you will be able to invite two guests to celebrate this momentous event with you. Either ceremony can be booked once you have received confirmation from the Home Office.

Naming/welcoming Ceremonies A baby naming/welcoming ceremony is a non-religious alternative for you to welcome children into your family, whether a new baby, an older child, a step-child or an adoptive child. Each ceremony is designed to meet the individual needs of the family and includes words of welcome to the child and promises of commitment by the parent(s), mentors or guiding parents or grandparent(s). You may choose to personalise it further by including a reading or a suitable piece of prose and presenting the child with a gift. Your own choice of content will ensure that it is a truly unique celebration that you and your family will remember as your child grows older. Each child will receive a Commemorative Certificate on the day to cherish forever. Renewal of vows Couples often choose to renew their vows and their commitment to each other, usually to celebrate a special anniversary or they may have had their ceremony abroad and wish to have another celebration to include family and friends who could not attend the original ceremony. To create a ceremony unique to you that reflects the love you share and is symbolic of your journey together we will work with you to personalise your ceremony through promises, readings and musical arrangements that have a special meaning to you, You will receive a Commemorative Certificate on the day for you both to cherish… For a naming ceremony or a renewal of vows You can book a ceremony room at BCP Civic Centre or Poole Guildhall, one of our licenced venues, or, as there is no legal element to the ceremony and providing you have permission, a location of your choice*, i.e. a village hall, or a garden.

Combination Ceremonies Thinking of using a celebrant for your special day? Our combination ceremonies could be the answer. You can be confident that you will be in the safe hands of our experienced celebrants and that all your legal requirements are seamlessly taken care of. Our combination ceremonies enable couples to have a small legal ceremony in one of the ceremony rooms in either the BCP Civic Centre or Poole Guildhall followed by a bespoke ceremony created for you in your dream location. Whether it’s a big or a smaller ceremony, aboard a boat in Poole Harbour, a marquee in your garden, or a location that is special and unique to you*, you can discuss your thoughts and ideas with our experienced coordinator, to create a truly unique ceremony. Your ceremony may be traditional, modern or have quirky elements, whatever you choose, BCP celebrants are professional, considerate, cheerful and fun, we can adapt to most requirements. *Of course, you would first have to gain permission from the owner of the location to enable your ceremony to go ahead, and assess health and safety requirements.
