February 2018 Board meeting - CWU Sammamish - a

Per the faculty code (Section V.C.D.2), I contacted Faculty Senate Chair - Dr. Cody Stoddard - and met with him on December 12 to learn more about the Complaint process. On or about December 14, I verbally informed my Dean, Dr. Kathryn Martell, of my intent to file a complaint. I believe Dr. Stoddard has verbally informed President Gaudino about the possibility of my complaint against Professor Manweller. I have not previously tried to connect with Professor Manweller, as I understood his status on Administrative Leave means he is not able to respond on matters such as this. POSSIBLE RESPONDENTS (e.g. those accused in the complaint) As I have gathered additional information and considered the broader range of issues and individuals involved, I am considering adding the names of the following individuals to the complaint, in addition to Professor Manweller: (a) Professor(s) X, Y, Z, etc.... potential faculty who have also violated Professionalism and Professional Ethics in the area of Sexual Harassment of students or employees (b) Staff/Administrator(s) Q, R, S, etc..... potential employees other than faculty who have failed to comply with university standards related to Sexual Harassment of student or employees CORPORATE GOVERNANCE - SEPARATE ROLES OF BOARD AND PRESIDENT - TONE AT THE TOP As I have talked and read more broadly, I have heard from different sources that the "culture" within the University may be such that additional violations by other faculty have taken place and that the internal control system driven by the Tone at the Top is insufficient to support the victims in their rights as well as faculty in their roles to establish and maintain Professionalism and Professional Ethics. Thus, the inclusion of potential additional faculty and staff/admin seems appropriate. Also, as the internal control system is the responsibility of the Board and President, any failings at an institutional level are the responsibility of these parties. There are very distinctive roles for a Board - as they hire and oversee the President, but they do not make operational decisions. The Board should be adequately informed of major issues, such as a faculty member accused and investigated for sexual harassment of students. However, the responsibility for making the final decisions and implementing them is the role of the President. In times like these, it is often advisable for the various parties in the Governance system to "stay in their lanes" and focus on their unique roles. Also, it may be the case that the Board will have to address some of these issues in different sub-groups - as some members were not on (c) President Gaudino (d) Board of Trustees
